Description

SMALL BUSINESS SOURCES SOUGHT:This Sources Sought Synopsis is in support of ongoing market research being conducted on behalf of the Department of Homeland Security for a commercial off the shelf automated performance management (e-performance) software system. This synopsis is for planning purposes only and any information submitted by respondents is strictly voluntary. This synopsis does not constitute a Request for Proposal (RFP), Request for Quotation, or an Invitation for Bids (IFB), nor does its issuance restrict the government as to its ultimate acquisition approach. The government will neither award a contract solely on the basis of this notice, nor pay for any information submitted by respondents. All responses are to be submitted via email to the contracting officer Carol.Bacon@irs.gov. Submittal of responses via telephone or facsimile will NOT BE ACCEPTED. Any late submittals will also NOT BE accepted. Submittal of any information by providers may be reproduced for evaluation purposes within the IRS or DHS. Respondents will not be notified of any results derived from an evaluation of the information provided. However, the DHS will utilize the information gathered for technical and acquisition planning purposes. If adequate responses are not received, from 8(a), HUBZone, small businesses, or Service Disabled Veteran-Owned Small Business concerns, the acquisition may be solicited on an unrestricted basis. All data received in response to this Sources Sought Synopsis that is designated as corporate or proprietary information will be fully protected from release outside the government. Respondents will provide ALL of the following to satisfy the appropriate requested information: (1) Evidence and experience in work similar in type and scope. This includes contract numbers, locations, dollar amounts, number of software users within previous contracts, points of contacts, and telephone numbers; (2) The size of your company (i.e. Small Business, HubZone, Women Owned Small Business, Veteran, 8(a), service disabled, and/or Large) according to the NAICS Code 511210 (Software Publishers). A firm is considered small if its size standard does not exceed $21.0 million under this NAICS code; (3) FULLY completed functional and technical checklists. (Attached documents (2a & 2b) completed with EVERY block responded to with the appropriate check in the YES or NO column.) Checklists will assist the government in determining the capability of the provider to meet the governments need. Lastly, items identified in this synopsis as ?critical? are items that the government requires to meet its minimum needs. That is, vendors that do not currently meet all of the items identified in attachment 1 as ?critical? should not respond. In addition, the government is not interested in having any product built or ?ramped up? to meet the technical and functional requirements given. That is, the government is only interested in research for commercial off the shelf performance management software products, which are currently operative for the requirements identified and readily available.
