- The Health Resources and Services Administration (HRSA) is conducting a sources sought synopsis to locate capable small businesses that have the capability to develop and test a new methodology for mental health, Health Professional Shortage Areas(HPSA.) The contractor will be tasked to develop new methodology for geographic, population, and facility mental health HPSAs by establishing a Mental Health Designation Advisory Workgroup of not more than fifteen(15) persons. The group shall include a representative from a community health center and from a state primary care office, and have people from both rural and urban areas. It will also include representatives from relevant mental health professional organizations and persons with expertise in methodology and data analysis. The group will meet to discuss and explain the use of mental health HPSAs, the process for determining designations, primary care and dental health methodologies, and other relevant information. The contractor shall provide information about how any proposed mental health professionals will be picked. The contractor will test the proposed new mental health methodology on a statistically significant number of current HPSAs to determine impact on current HPSA designations, as well as the impact on specific populations and any federal programs. Any potential contractor must have an expert understanding of the above work statement synopsis and shall demonstrate this expert understanding in their response to this sources sought synopsis. Interested organizations should submit their capability statements demonstrating : 1) proposed technical approach, 2) management plan, and 3) a demonstration of the necessary experience. The contractor shall show capability to perform this work in sufficient detail to assess their capability. Documentation may include, but not be limited to, both Government and commercial contracts, providing references (with Names, telephone numbers, and email address) and any other pertinent information serving to document the organization's capability. The capability statements shall be not more than twenty-five (25) pages in length, on 8.5? x 11? paper, with 1? margins and a 12 point, commonly used font such as, Courier or Times Roman in length.
