Description
Treasure Island Job Corps Center is soliciting bids for a landscaping maintenance services contract. The succesful bidder will provide services for a period of one (1) year with option to extend for another 3 years, renewable every year. This option however is entirely up to the discretion of the Center to exercise. Please submit your bid using the format below. Bidders must fill in the dollar amount of the annual and monthly charges on the spaces provided for the corresponding period. By submitting your bid in the same format, you are automatically agreeing to all work scope and specifications therein: 02/01/05 to 01/31/06 Annual__________ Monthly ______________ 02/01/06 to 01/31/07 Annual__________ Monthly ______________ 02/01/07 to 01/31/08 Annual__________ Monthly ______________ 02/01/08 to 01/31/09 Annual__________ Monthly ______________ All bids submitted must comply with the prevailing minimum wage rate of $17.04 per hour (combined wages and benefits.) In order to be considered, please include three job references with your bid. Awarding of the contract will be based on the following categories: 1. Quality will be weighed more that the cost. 2. Best value to the government 3. Technology knowledge and past effectiveness Scope of Work: To provide all insurance, materials, labor and equipment necessary to perform routine landscape maintenance service and indefinite quantity work for the Treasure Island Job Corps Center?s 39-acre complex. A. Lawn Maintenance: 1. Lawn Mowing ? all turf grass will be cut and maintained to a height of 2.5 inches. This height will be increased to 3.5 inches during period of dry, hot weather. 2. All trimmings, debris and trash caused or discovered during the lawn mowing shall be removed and properly disposed of by vendor. Lawns will be mowed every two weeks. B. Mechanical Edging: 1. Edge all curbs, walks, and drives using gas powered edgers and/or string trimmers, where applicable. C. Fertilization: 1. Provide and apply a balanced fertilizer to all lawn areas, four times a year or more, to maintain a green, lush appearance. The brand of fertilizer chemical make-up is subject to approval by a designated representative of Treasure Island Job Corps Center. D. Shrub, Trees and Plant Maintenance: 1. Fertilization ? Provide and apply a balanced fertilizer to all ornamental ground cove, shrubs, and trees on a semi-annual basis, or as needed to maintain a healthy appearance. E. Pruning and Trimming: 1. Prune/Trim all trees, shrubs and ornamental ground cover as required to maintain healthy appearance, and to prevent interference with vehicle and pedestrian traffic, or as directed by the designated Treasure Island Job Corps representative. Pruning/trimming of trees are limited to trees 12 feet in height or less. A Time and Materials quote will be submitted for trees over 12 feet in height that require these types of services. 2. Shrubs and ground cover will be kept free of weeds, trash, debris , and encroachment by other plants/vegetation/weeds. 3. Ground cover will be grimed/pruned as required to maintain boundaries and a healthy appearance, or as directed by the designated Treasure Island Job Corps representative. F. Debris and Property Clean-up: 1. Debris/trash along curbs, gutters, and parking lot bumpers will be removed and properly disposed of, and all sidewalk surfaces, entry ways, and driveways will be air- blown or swept clean. G. Weed Control in non-landscaped areas: 1. Remove/prevent weeds from growing in all non-landscaped areas, including but not limited to gravel and asphalt areas. Specifications: Additional work to be performed: 1. As needed, replace sprinkler heads along Avenue D, Building 442 and small dormitory. 2. Weekly clean-up in Avenue C 3. As needed, special shrub trimming at Building 369 and the Gym for security needs. 4. As needed, additional labor for debris removal under the large Eucalyptus trees at Building 369. 5. As needed, additional lawn mowing at the small dormitory, Avenue C, and Building 442 Beautification: Provide recommendations regarding visual enhancement of grounds. Implementations will be based on governmental bid process on a project by project basis.
