The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. PERIOD OF PERFORMANCE: February 2005 - February 2006 7. PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES A. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR This position is located in the Narcotics Affairs Section, Bogota, Colombia. The incumbent serves as the coordinator for Colombian Military counter-narcotics efforts under Plan Colombia funded activities throughout Colombia. Assignments involve management of organization, operations, and functions of key USG-funded programs supporting counter-narcotics policy in Colombia. The incumbent is responsible for maintaining an in-depth knowledge of progress of ongoing projects throughout Colombia. B. STATEMENT OF WORK Under the direction of the Narcotics Affairs Section (NAS), incumbent coordinates and monitors USG-sponsored activities in support of the Colombian military?s (COLMIL) counter-narcotics efforts throughout Colombia. a. Coordinates and advises on the implementation of USG-funded projects in support of COLMIL counter-narcotics operations and coordinates with appropriate agencies of the Government of Colombia (GOC) and other Embassy sections, as required. The specific projects to be coordinated include training and equipping of the Counter-Narcotics Brigade (CN BDE), assessing the equipment needs of CN BDE, providing assistance to CN BDE operations, in support of interdiction missions and aerial eradication; COLMIL forward infrastructure development; base security enhancements; logistical support; CN BDE intelligence coordination; training for CN BDE personnel; and communications. b. Evaluates and advises the NAS on the performance of COLMIL units supported by USG assets and makes recommendations to improve the capability of these units. c. Ensures that USG provided commodities are effectively utilized and that there is no fraud, waste, or mismanagement in the program through continuous oversight responsibility and end-use monitoring. d. Conducts annual end use monitoring report of equipment provided to the CN BDE. e. Ensures that all restrictions on use of USG assistance, such as those relating to human rights (Leahy amendment) are observed. f. Assists the NAS in project budget preparation and program planning. Defines and makes recommendations on commodity procurement requirements and preparation of related project documentation. Provides advice and coordination in matters pertaining to field support of USG-provided equipment. g. Conducts field surveys, evaluations, and special studies. Prepares periodic reports on the status of program activities and reports on significant program developments. h. Briefs visiting officials on the status of the USG-GOC Plan Colombia project. Assists in developing appropriate itineraries and in escorting official travelers, as directed. i. . Develops strategies with selected COLMIL units for the manual eradication of illicit crops in areas where aerial eradication is not possible. j. Develop strategies to assist selected COLMIL units in the development of riverine combat and interdiction capabilities. The Contractor shall be based in Bogota, Colombia but will spend most of his/her time in the field and traveling TDY throughout Colombia, as security permits. C. MINIMUM QUALIFICATIONS a. U.S. citizen, eligible for a State Department security clearance. b. Bachelor Degree from an accredited institution or equivalent (i.e., Associates degree with five years related experience, or ten years related experience in the military, law enforcement, international development, international affairs, or public administration). Master?s degree highly desired. c. Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications. d. Spanish language ability at the Foreign Service Institute Level R/3, S/3 or the Defense Language Proficiency test (DLPT) level 3/3 is required. e. Five years experience in Latin America training foreign nationals and/or coordinating with foreign national public forces. f. Knowledge of basic office procedures and information technology, experience in preparing reports, briefings and presentations. g. Desirable qualifications include familiarity with military communications and weapons systems; airmobile operations, tactics, and planning; riverine operations; narcotics interdiction tactics and planning. h. Must be physically qualified to live in Colombia and willing to travel throughout the country including to remote locations. Must be willing to spend extended periods of time at forward operating locations in the field in addition to working at the NAS in Bogota. D. Supervisory Controls The incumbent reports to the NAS Director via the NAS Deputy Director. The NAS Administrative Officer will act as the Contracting Officer?s Representative (COR). The Contract Administrator shall be the INL Contracting Officer and is designated alternate for the NAS Director when absent. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. The incumbent is expected to coordinate as functionally appropriate NAS for the purposes of this program. Completed work is reviewed for timeliness and effectiveness. The incumbent receives very general supervision and guidance. Incumbent must exercise a significant degree of judgment and independence in planning work to achieve specific goals and objectives. Informs supervisor of problem areas and presents recommended solutions. E. EVALUATION CRITERIA a. Offeror?s experience in working in Latin America to include training of foreign nationals, military ground and airmobile operations. Experience in coordinating with foreign national military, police and civilian officials. Experience in the planning of small unit and forward operations is highly desirable. b. Offeror's experience in managing and assisting in the implementation of USG foreign assistance programs. c. Offeror?s relevant experience in oral and written communication to prepare and present analyses, recommendations and solutions. d. Past Performance evaluation of applicant?s ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. II. AS A MATTER OF POLICY, AND AS APPROPRIATE UNLESS THE PSC IS A RESIDENT-HIRE, A PSC IS NORMALLY AUTHORIZED THE FOLLOWING BENEFITS: 1.
