Description
This effort involves the assimilation of software code for a Flight Operations and Analysis (FOA) capability for the Western Range Operations Control Center at Vandenberg Air Force Base and the assimilation of software code for a Meteorological and Range Safety Support (MARSS) system for the Eastern and Western spacelift ranges. The FOA system is a range flight safety system. The MARSS system calculates all the toxic and hazard models for weather forecasting. Once the software code for these product items is assimilated, the software must be successfully tested in a Computer Software Configuration Item (CSCI) Qualification Test (QT), henceforth referred to as CQT. Successful completion of CQT involves preparatory analysis, completion of Unit Testing, Unit Integration Test, completion of software peer reviews, completion of CQT itself, completion of post-CQT analysis, completion of installation and checkout on the range, and associated integrated logistics support activities. In general, these activities must be done for both the FOA and MARSS systems. Required completion date of all activities is April 2005. Estimated budget for these activities is $3.7 million. The Government anticipates a sole source award to the incumbent contractor, Lockheed Martin (LM IS&S), but will entertain statements of capabilities from responsible vendors within the stated response time. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.The Ombudsman does not participate in the evaluation of proposals or in the source selection process.Interested parties are invited to call Mr Pat Devine at 310-363-3571.
