- The Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following: 1) Develop new hexavalent chromium-free coatings for corrosion contral ( Quantity -1 each). The contractor will coat 40 - 45 panels containing a full military coating with PANI and OAP as pretreatment/primer and provide a written report of the results. This requirement is sole sourced to Professor, Department of Chemistry, Rensselaear Polytechnic Institute, Troy, NY 12180-3590, based on unique capabilities of possessing the most appropriate experience, expertise, and research interest in Polymer Chemistry to perform these tasks. Dr. Benicewicz is a pioneer and world recognized expert in the field of Polymer Chemistry for Corrosion control. He is the first scientist to successfully develop a new processable conductive polymer for corrosion prevention on carbon steel. Any firms believing that they can provide the new chrom! ate free coatings, may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the data without causing programmatic hardship.
