- SCOPE OF WORK FOR RECYCLE ABSORBENTS General description: Service will consist of a monthly service/rental/delivery of 24 drums each of clean oil only absorbents mats to Building 1205 (Hazardous Waste Building) located on board MCAS Beaufort. Recycle Absorbents includes the following: (1) Collection of Drums (2) Unused Recyclable Absorbents in specified quantities (3) Pick up and recycling used absorbents All absorbents generated by MCAS Beaufort are to be laundered and reused. Justification shall be provided to the Natural Resources Office for any absorbent deemed non-reusable. Justification shall be provided prior to removal of any absorbent thought to be non-reusable from MCAS Beaufort Property. Any absorbent removed from MCAS Property and later determined to be non-reusable or non-recyclable must be disposed of In Accordance With nor can violate any applicable federal, state or local law and/or regulations regarding handling, transport, recycling or disposal of said absorbent. Contractor must fully comply with all applicable federal, state and local environmental laws and regulations regarding the handling, transport, storage, recycling and disposal of used absorbent contaminated with any hazardous material (JP-5, etc) removed from MCAS Beaufort. If absorbent/drums removed by the contractor are inconsistent with what was identified to the contractor, the contractor shall contact the Natural Resources Office for a determination of returning such absorbents drums to MCAS Beaufort. Reuses of absorbents that require an obligation of funding above the initial funding for this service must be approved by the Natural Resources Office before additional cost or expense is incurred by the government. Under no circumstances is the contractor, or agent acting in his behalf, authorized to obligate on the part of the government. The government retains the right to require the return of any absorbent/drums whose proper identity is in question to MCAS Beaufort where identification of the contents/contaminants through testing or investigation can be performed. Should testing confirm the absorbents/drum was properly identified, the contractor shall transport the material back to the reuse/recycling facility at no expense to the government, then the contractor will be reimbursed for his related drum absorbents return transportation cost, disposal of the misidentified drum and its contents become the responsibility of the government. The Contractor is responsible for removing properly identified recyclable absorbent drums from MCAS Beaufort. In the event the contractor removes a drum and misidentifies its contents as something other than noted on the drum label, then the contractor shall be responsible for all necessary corrective actions. Should the misidentified drum not be full or otherwise ready for removal per requirements specified within this scope of work, the government shall not be liable for disposal cost. The contractor shall provide written documentation providing disposition and certification that all absorbents removed from MCAS Beaufort have been properly recycled and/or disposed. For absorbents requiring disposal, certification documentation shall include pounds of waste disposed of, as well as the specific waste classification required for disposal (i.e., non RCRA regulated, hazardous waste, etc.) Certification documentation shall be provided to MCAS Beaufort (via NREAO) within a reasonable amount of time following removal of absorbents from MCAS Beaufort but no later than 3 months after said removal. Service period to commence 1 January 2005 and to terminate on 31 December 2005. The following clauses are incorporated in this order: 52.212-1, 52.212-2, 52.212-5,52.252-2.
