Description
NASA/GSFC intends to increase the maximum indefinite delivery, indefinite quantity (IDIQ) value (ceiling) of Contract NAS5-01090 for Mechanical Systems Engineering Services (MSES) for the Applied Engineering and Technolgy Directorate (AETD) with Swales and Associates, Inc. on a sole source basis. The current contract ceiling will not allow performance beyond March 31, 2005 although the contract period of performance should have been through February 15, 2006. This increase will allow for the issuance of task modifications and new work task orders approximately through September 30, 2005. This increase will allow continuation of the effort until a competitive procurement is completed for the follow-on effort using Source Evaluation Board (SEB) procedures. Due to the time constraints and the need to avoid unnecessary duplication of effort, Swales and Associates is the only responsible source qualified to perform this requirement due to its current involvement with critical flight programs such as HST, GOES, POES, JWST, SDO, GPM, GLAST,and ST-5,etc. Swales is the incumbent on the existing contract which will not expire until 2006 and Swales has the expertise and personnel necessary to continue testing and developing of these complex systems to meet critical schedules for the flight projects during the short time frame necessary for the SEB procurement of the follow-on effort. The statuatory authority for other than full and open competition is 10 U.S.C.2304 c)(1) Only One Resposible Source. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 1, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
