Description
NASA/JSC has a requirement for the continued development and maintenance of Station Orbiter Multi-body Berthing Analysis Tool (SOMBAT), NASTRAN and ADAMS supporting the Aero-Science and Flight Mechanics Division (AFMD). It is for high-speed computational and high fidelity modeling of spacecraft dynamics, control systems, orbital dynamics and environmental effects. This task will pursue for optimized and computationally efficient Guidance, Navigation and Control Modeling, Simulation and Analysis for the International Space Station (ISS), new generation of spacecraft, to support Shuttle Return-to-Flight, and ISS assembly operations readiness and certification. This effort is a follow-on to an existing General Services Administration (GSA) contract with Dynacs. NASA/JSC intends to continue to purchase the required services from Dynacs of Houston, Texas. Dynacs is the current contractor with the highly unique and specialized engineering skill and personnel, technical knowledge and critical corporate history to effectively and efficiently perform the continued development, maintenance, upgrading and substaining engineering required for the SOMBAT environment, and provide the critical control and structure interaction analysis to insure International Space Station (ISS) controllability and stability of the ISS structure integrity and crew safety. This effort is authorized pursuant to FAR 6.302-1 (2) (ii) "Supplies and services may be deemed to be available from only the original source in the case of a follow on to a contract for continued development...." Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:30 p.m. local time on 12/1/04. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
