Description
This is a combined commercial synopsis/solicitation, supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The Department of Homeland Security (DHS)/FEMA has a requirement for hotel/motel rooms for up to 26 participants (students) who will be attending three (3) course deliveries of "Introduction to Hurricane Preparedness" at the National Hurricane Center in Miami, Florida. Please refer to the Statement of Requirements and instructions for submitting your quote below. STATEMENT OF REQUIREMENTS Introduction to Hurricane Preparedness Course (L324) To be held at the National Hurricane Center, Miami, Florida The Department of Homeland Security (DHS)/FEMA, Emergency Management Institute (EMI) and the National Weather Service (NWS) jointly conduct hurricane preparedness training at the National Hurricane Center in Miami, Florida. EMI has scheduled three (3) courses for state and local emergency managers to be held January 10-14, 2005, January 24-28, 2005, and January 31 ? February 4, 2005. Participants (students) will require lodging beginning the day prior to each course start date (Sunday) and ending on the morning of the last day of each class (Friday). The Government procures lodging to insure the availability of rooms for a large number of people at the same location and to receive at minimum, the Government rate, in accordance with the Federal Travel Regulations. The hotel/motel shall be in compliance with the Hotel/Motel Fire Safety Act and should be safe, sanitary, and secure, and due to the traffic congestion in Miami, be within a reasonable commuting distance (no more than 2 miles) of the National Hurricane Center, Miami, Florida. Requirements are as follows: (1) Reserve 26 single rooms for local and state participants (students) for each of the three course offerings. Rooms shall be offered in accordance with the lodging rate listed for Miami, Florida in the Federal Travel Regulations, or a lesser price; (2) The hotel/motel shall hold the 26 rooms until five days prior to each course delivery. Any rooms not reserved at that time shall be released. The hotel/motel shall honor its normal cancellation policy regarding any cancellations and a billing policy for no-shows that the no-shows will be billed for the date that would have been the date of check-in only; (3)Participants will call the hotel/motel at least five days prior to the course delivery to reserve their room. Callers will identify themselves as participants (students) in the National Hurricane Center course and give the hotel the appropriate dates they will require lodging. The Government will provide the hotel/motel a list of the expected participants (students) for each course delivery; (4) If the hotel/motel is called by a Federal Government employee, the caller will be required to pay for their lodging using their personal Federal Government Travel Card. Federal employees are not part of the 26 rooms requested under this purchase order; (5) Any state or local participant (student) requesting an earlier arrival or later departure than listed below, shall be personally responsible for payment. ?The ?Grand Total? shall represent the total for all three groups for the total of three 5-night periods as indicated in the above table. ?The ?Grand Total? is a not-to-exceed price ? The hotel/motel shall only invoice for the actual number of rooms occupied during the three 5-day course delivery periods. ?A purchase order will be issued to the lowest priced offeror. The per night cost for rooms shall not exceed the Federal Government room rate as reflected in the Federal Travel Regulations. Additionally, in order to promote competition, additional discounts are encouraged. ?It is requested that the Government be granted a general tax exemption for ALL rooms. Quotes shall be inclusive of the per-night cost per room, and the Grand Total for each 5-day course period, as well as the total price for all three course delivery periods. Quotes shall be submitted to the Department of Homeland Security/FEMA, National Emergency Training Center, ATTN: Teresa Dingle, Contract Specialist, 16825 S. Seton Avenue, E114B, Emmitsburg, Maryland 21727, via fax on (301) 447-1092, or via email to teresa.dingle@dhs.gov. Quotes shall be submitted no later than 4:30 p.m., December 2, 2004.
