Description
Under the authority of Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Census Bureau has a requirement and intends to negotiate with Executive Information Systems, LLC of Bethesda, Maryland, on an other than full and open competition basis to renew its software licensing agreement for the integrated suite of SAS software products. The estimated term of the license agreement will be a base period from December 31, 2004 - December 30, 2009. The SAS Institute product suite currently includes, but is not limited to: 1) Fourth generation languages, data access and storage facilities for data management, analysis, presentation and report writing (Base SAS, SAS/SPDS, SAS/MDDB SERVER, SAS/OLAP SERVER, SAS/SECURE, SAS ENTERPRISE MINER, SAS ENTERPRISE REPORTER, SAS ENTERPRISE BI SERVER); 2) Individual interfaces that provide direct and transparent read/write links between SAS products and a variety of database management systems and file formats (SAS/ACCESS, SAS/ODBC, SAS DATA SURVEYOR); 3) Object oriented application development environment for building highly interactive and intuitive applications driven by graphical user interfaces for both WEB based and non-WEB based applications (SAS/AF, SAS/EIS, SAS/INTRNET, APPDEV STUDIO, SAS INFORMATION DELIVERY PORTAL, SAS ENTERPRISE BI SERVER); 4) Point and click, menu-driven applications to many of the SAS tools, i.e., data analysis, report writing, etc. (SAS/ASSIST, SAS ENTERPRISE GUIDE); 5) Client server computing within the SAS environment supporting a variety of advanced communications, protocols, enabling clients running in the SAS environment to establish communications with one or more SAS applications or programs running in remote environments (SAS/CONNECT, SAS/SHARE, SAS INTEGRATION TECHNOLOGIES, SAS/SPDS); 6) Object-oriented development environment for creating and maintaining highly intuitive enterprise information systems and related data warehouses (SAS/WAREHOUSE ADMINISTRATOR, SAS/EIS, SAS ETL STUDIO); 7) Integrated capabilities for time series analysis and forecasting, econometrics and system modeling, and financial analysis and reporting (SAS/ETS, SAS HIGH-PERFORMANCE FORECASTING); 8) Facility for interactive data entry, editing, browsing, retrieval and letter writing (SAS/FSP); 9) Interactive tool for display and analysis of spatial related data (SAS/GIS); 10) Information and presentation color graphics capabilities to produce a wide variety of business charts, plots, maps in a variety of colors and patterns (SAS/GRAPH); 11) Interactive matrix programming facility for sophisticated data analysis, manipulation and graphics (SAS/IML, SAS/ IML WORKSHOP); 12) Data exploration and analysis with ability to examine distributions and explore data through interactive histograms, box plots, scatter plots, and 3-D rotation plots (SAS/INSIGHT, JMP); 13) Guided data analysis for meeting day-to-day analytical and data presentation needs of scientist and research engineers (SAS/LAB); 14) Project management, optimization and decision support capabilities for operations research and management science applications (SAS/OR); 15) Quality management and process improvement for establishing statistical quality control and reducing variability (SAS/QC, JMP); 16) Multiple user access to read, write and update the same data sources concurrently (SAS/SHARE); 17) Data visualization and modeling allowing users to create, analyze and modify geometric images representing multi-dimensional data (SAS/SPECTRAVIEW); 18) Statistical capabilities for regression analysis, analysis of variance, categorical data analysis, multivariate analysis, cluster analysis, survival analysis, psychometric analysis and non-parametric analysis (SAS/STAT, SAS/INSIGHT JMP); 19) Users ability to extend the languages of the SAS products by allowing them to write their own special procedures, proprietary routines for accessing internally developed data bases or libraries of specialized routines (SAS/TOOLKIT); 20) Data mining tools that select, explore and model massive amounts of data (SAS ENTERPRISE MINER, SAS TEXT MINER); 21) Data management, analysis and presentation system designed for Web traffic analysis (SAS WEBHOUND, SAS WEB ANALYTICS); 22) Ability to exchange spatial and attribute data between ESRI ArcGIS software and SAS Software (SAS BRIDGE FOR ESRI); 23) Processing tools that provide sophisticated matching and standardization routines that enable users to analyze, cleanse and standardize data across platforms (SAS DATA QUALITY, DATAFLUX); 24) Tools that focus on the activities in the costing process and transforms that data into meaningful, strategic operational and tactical information that allows for better decision-making (SAS ACTIVITY-BASED MANAGEMENT); SAS Institute software products may be deployed on any owned or leased, current or future, U.S. Census Bureau SAS software compatible platforms. This requirement also includes documentation, training and technical support services. The Census Bureau has determined that SAS Institute, Inc. is the only responsible source that can provide the required integrated software products and related support services due to their intrinsic knowledge and understanding of the software and the significant number of applications that have been developed and are in production within the Census Bureau producing mission critical data products. Interested firms having the ability to furnish the integrated totality of the above-described products should submit their capability and product information via email to Abe Kennedy (Contract Specialist) at albert.ernest.kennedy@census.gov within 15 days of this notice. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract may be issued to Executive Information Systems further notice. .
