- This is a combined synopsis/solicitation for doctrine development support services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice and the separate Statement of Work. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation number F73AFD43200100 is being issued as a Request for Quotation (RFQ) using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR 13.5. The solicitation document and incorporation provisions and clause are those in effect through Federal Acquisition Circular (FAC) 2001-24, Effective 19 July 2004 and Class Deviation 2004?00001, AFAC 2004-0804, AETC FAR Sup (15 Apr 2003), Defense Federal Acquisition Regulation Supplement, and Defense Change Notice (DCN) 20040625. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. This acquisition is 100% set-aside for small business. The North American Industry Classification System code is 611310 with a small business size standard of $6,000,000. A firm fixed-price quotation is required. The place of performance is the Air Force Doctrine Center, 155 North Twining Street, Maxwell AFB AL 36112. Description of Requirement: Contract Line Item Number (CLIN) 0001-Doctrine Development Support Services to HQ Air Force Doctrine Center for the period 01 Jan-31 December 2005 in accordance with the attached statement of work; CLIN 0002-Travel expenses reimbursable under the Joint Travel Regulations for the period 01 Jan-31 December 2005 with a not to exceed amount of $10,000.00. Offerors should include a price proposal for CLIN 0001 and use the above not to exceed amount for CLIN 0002. Offerors must include a summary of qualifications or resume indicating their ability to perform the services outlined in section 3.0 of the Statement of Work. All offerors must be registered in the Dept. of Defense Central Contractor (CCR) and Wide Area Work Flow (WAWF) systems. Offerors responding to this requirement must include a completed copy of the provisions at FAR 52.212-3, Offeror Representation and Certifications?Commercial Items (May 2004) with their quotation. Clauses and provisions may be accessed via the Internet, https://farsite.hill.af.mil or http://www.arnet.far.gov. The following clauses and provisions are incorporated by reference IAW FAR 52.252-2?Clauses Incorporated by Reference (Feb 1998) and remain in full force in any resultant contract.
