Description
NAICS Code: 541710 In accordance with FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures, U.S. EPA ORD/NRMRL requires a contractor to utilize the latest field identification references and technology to identify aquatic flora and fauna in freshwater stream samples for a two (2) year period and provide reports by sample group. EPA will provide samples during the two (2) year period in 22 groups. The contractor shall identify at least 300 individuals of Benthic Macroinvertebrate samples, to the lowest possible taxonomic group (species is preferred), for each benthic macroinvertebrate sample provided. By the end of the two (2) year period of performance, the EPA Project Officer will have provided 216 samples for Benthic Macroinvertebrate processing, including QA/QC samples. Total body length of all individuals shall be measured except Mollusca (measure shell length or width) and Cambaridae (measure carapace). It is preferred, but not required, that the following Benthic invertebrates indices and measurements be reported: Richness, Composition, Tolerance/Intolerance, Feeding, Habit, and Life Cycle measures. The contractor shall identify at least 300 individuals of Periphyton (cellular level is adequate), total chlorophyll a (two sample filters per sample group), and biomass, to the lowest possible taxonomic level (genus is preferred), for each algae/periphyton sample provided. By the end of the two (2) year period of performance, the EPA Project Officer will have provided 74 samples for periphyton identification, 74 samples for periphyton biomass measurement, and 148 filters for chlorophyll a measurement, including QA/QC samples. It is preferred, but not required, that the following Periphyton indices and measurements be reported: pH spectrum, Nutrient spectrum, Saprobien system, biomass, and chlorophyll a % of biomass. One (1) report per sample group is due within four (4) weeks after receipt of samples from EPA. The contractor shall save and return empty sample bottles to EPA with each report, along with the data in a computer file, using a common spreadsheet software. Identified benthic macroinvertebrates shall be placed in a sample bottle(s) with a final concentration of 70% ethanol and returned to EPA. This procurement is a small business set-aside under NAICS code 541710 with a size standard of 500 employees. Award will be made using "Best Value" evaluation criteria. All responsible sources may submit a quote which shall be considered by the Agency. Any firm believing itself capable of providing the required reports must request a copy of the RFQ in writing within fifteen (15) days of electronic posting of this notice.
