- NSN: 4320-01-147-9071JF, P/N: 9728M62P10, Noun: Pump, Hydraulic. Description: Complex assembly. Dimensions: 14.98 DIA X 8.5 inches. Aluminum housing and steel pumping elements. Bi-directional pump with servo valve to transform electric signal from aft control into hydraulic flow to position the exhaust nozzle to match engine operating conditions. Destination: FB2039, Acct 09. Delivery: May 2005. Quantity Ranges: From 6 to 11 and from 12 to 15. This item will be procured only from an approved manufacturer?approved by the Original Engine Manufacturer?General Electric Company. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. The qualification requirements for this item were established prior to 19 Oct 1984 and the requirements of FAR 9.202(A) do not apply. Qualification requirements will apply to line item(s) 0001 in the solicitation. The approximate issue date of the solicitation will be 9 December 2004. The approximate response date of the solicitation will be 10 January 2005. The anticipated award date will be apprx 1 February 2005. Written and electronic procedure will be used for this solicitation. Copies of the solicitation must be obtained from the FedBizOpps website. There are no data/drawings available for this requirement from the Government. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with General Electric Aircraft Engines, Cincinnati, OH. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed in the solicitation. Note: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government?s requirement with a commercial item within 15 days of this notice. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
