Description

This solicitation will result in a single award. A Cost Plus Award Fee Contract is anticipated. The resulting contract will be performance based and shall provide all materials, supplies, facilities , supervision, labor, and equipment, except that specified herein as Government-furnished, to perform Public Works functions at Fort Sill, Oklahoma. Contractor work and responsibility shall include all Contractor planning, programming, administration, management, and execution necessary to provide the sp ecified services. The Contractor shall conduct work in accordance with all applicable Federal, State, and local laws, regulations, and directives. The Contractor shall perform all related Contractor administrative services required to perform work such as materiel requisitioning, quality control (QC), financial control, and correspondence. The Contractor shall also maintain accurate and complete records, files, and libraries of documents to include Federal, State, and local regulations, codes, laws, technical manuals, and manufacturer's instructions and recommendations, which are necessary and related to the functions being performed. The Contractor shall compile historical data, prepare required rep orts, and submit information as specified by Contract Data Requirements Lists (CDRLs). Work to be performed by the Contractor is categorized under Functional Areas. The Functional Areas covered under this requirement include Buildings and Structures Mainte nance, Family Housing Maintenance, Utility Systems Operation and Maintenance, HVAC Systems Operation and Maintenance, Dining Facility Equipment Maintenance, Surfaced Areas, Grounds, and Cemetery Maintenance, Pest Control, U-DO-IT Services, Self-Help Servic es, Equipment Maintenance, Landfill Operation and Maintenance. Directorate of Public Works supports the Field Artillery School, Field Artillery Training Center, III Armored Corp Artillery troops and Garrison and tenant activities at Fort Sill. The Installa tion consists of approximately 94,220 acres of rolling terrain. There are 2,164 active buildings which house single enlisted soldiers, Bachelor Officer Quarters (BOQs), and senior enlisted located on Fort Sill. Currently, there are 1,415 family housing uni ts. The 75 guest house rooms on the Installation provide temporary lodging for married soldiers and for the guests of military personnel stationed at Fort Sill. The Installation supports family members retirees, plus survivors and family members living in the area. A base year with 4 option years is anticipated. For the purpose of small business classification, the NAICS Code is 561210 and the small business size standard is $30 million. All responsible sources may submit an offer which shall be considered.
