- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested from GSA Holders Only and no formal or written solicitation will be issued. W9133L-04-NDASS is issued as a request for Proposal (RFP) and will result in a firm fixed-price contract. Award will be made on a Best Value basis. Provision s and clauses incorporated in Solicitation W9133L-04-NSASS are those in effect through Federal Acquisition Circular (FAC) 2001-04. Gap Analysis Study for the State of North Dakota. Requirement: Contractor support is needed to investigate stated or develo ping requirements for large training spaces to be used by Joint Forces. The completed study will become the foundation for a proof of concept and issuance of an operational requirements document. The Air Force and Air National Guard have developed an airsp ace and range planning process that follows a logical series of steps from statement of need through identification of alternatives to formal aeronautical proposal and environmental documentation. The gap analysis study should be conducted with that proces s in mind. Progress Reports. The contractor shall provide progress reports to the government as often as necessary but at least monthly. These reports shall capture significant accomplishments and challenges in achieving the stated objective and shall arrive no later than the 10th day of the following month. The government shall identify changes in format and content as necessary. Gap Analysis Study: A draft of the study and a summary briefing will be presented to ANG, ACC, AF/XPX, JFCOM and others as determined by ANG/C4R beginning no later than 4 months from the date of award. The final study and briefing, incorporating whatever changes (if any) the proponent dictates, will be delivered in no later than within 30 days of completion of presenting th e draft study and completion of required briefings. Program Management. The contractor must provide a program manager possessing the following minimum professional qualifications: Masters degree in engineering, science, or operations research; 10 yea rs experience encompassing military aircraft operations, operations planning, and long-range and strategic planning; a current SECRET or higher security clearance. The Program Manager is responsible for execution of quality assurance, adherence to contrac t terms, staff qualifications, staff availability, and deliverables for government approval. PLACE OF PERFORMANCE: Work will primarily be performed at the governments facility (either in Crystal City, VA or in North Dakota) and at the contractors facil ity. Government office space, office supplies, computer equipment, telephone, and reproduction facilities will be provided for work conducted at the governments facility. CONSTRAINTS: Hours of Work: Contractor personnel are expected to conform to nor mal client duty hours (generally 0800-1700, Monday-Friday, excluding Federal holidays.) Hours may be extended to meet contingency needs. TRAVEL: Local or long-distance travel may be required to various MAJCOMs or other locations, as directed by the Gove rnment. All non-local travel must be pre-approved by the client. The contractor will be responsible for ensuring all travel arrangements are made, including reservations, requisite travel documents, immunizations, etc. The Joint Federal Travel Regulation s (JFTR) limits actual expenses. The Government will not process Invitational Travel Orders for the contractor. The contractor will make available upon request the proposed or actual travel costs, possibly to include receipt and/or other documentation. At the Governments request, any unused travel dollars may be converted into labor dollars. DELIVERABLES: Reports, briefings and study. EVALUATION CRITERIA: Proposal will be based on the following: Factor I- Technical/Management , Sub factor 1 Knowledge/Experience Requirement, Sub factor 2 Program Management, Factor II Past Performance Provide past performance information on at least 10 years, previo us air Force / ANG Experience, DOD Experience, and Federal Government. Factor III Price. Factor I Technical Management is more important than Factor II. Factor I and Factor II are significantly more important than Factor III Price. Sub-factors 1 2 are of equal importance. Please submit with your quote a completed copy of the provision at 52.212-3 Offeror Representations and Certifications-Commercial Items. All quotes will be evaluated on price and delivery. The Government will awa rd a contract to the responsible offeror whose offer is conforming to the solicitation and will be most advantageous to the Government. The FAR clauses my be viewed at http://farsite.hill.af.mil Contractors submitting quotes must be enrolled in the Centr al Contractor Registration Program (CCR). The closing date for this solicitation will be 1 December 04, 2:00 PM Eastern Standard Time. Late quotes will not be accepted. Your quote shall be submitted in writing to chris.pettigrew@ngb.ang.af.mil. This no tice does not obligate the Government to award a delivery order for the subject items. The Government shall not be obligated to pay for any information developed and/or furnished by potential sources in response to this notice.
