- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERICIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; REFERENCES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THE SOLICITATION NUMBER IS N2665050001 AND IS BEING ISSUED UNDER FAR PART 13 AS A REQUEST FOR QUOTE. THIS IS A 100% SMALL BUSINESS SET-ASIDE. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) FOR THIS PROCUREMENT IS 515120. AWARD WILL BE A FIRM FIXED PRICE CONTRACT FOR A BASE YEAR WITH 4 OPTION PERIODS. THE BID SCHEDULE IS AS FOLLOWS: BASE YEAR (JANUARY 3, 2005 THROUGH SEPTEMBER 30, 2005) , 9 MONTHS, 1) TECHNICAL DIRECTOR, UNIT PRICE/HOUR; 2) AUDIO TECHNICAL OPERATOR, UNIT PRICE/HOUR; 3) PRODUCTION ASSISTANT, UNIT PRICE/HOUR; OPTION YEAR 1 (OCTOBER 1, 2005 THROUGH SEPTEMBER 30, 2006), SAME LINE ITEM INFORMATION REQUIRED; OPTION YEAR 2 (OCTOBER 1, 2006 THROUGH SEPTEMBER 30, 2007), SAME LINE ITEM INFORMATION REQUIRED; OPTION YEAR 3 (OCTOBER 1, 2007 THROUGH SEPTEMBER 30, 2008), SAME LINE ITEM INFORMATION REQUIRED; OPTION YEAR 4 (OCTOBER 1, 2008 THROUGH OCTOBER 30, 2009), SAME LINE ITEM INFORMATION REQUIRED. THE CONTRACTOR SHALL PROVIDE ALL THE MATERIALS, LABOR, AND TRANSPORTATION FOR THE REQUIRED SERVICES IN THE ATTACHED STATEMENT OF WORK. Attached: Statement of Work: Distance Learning Broadcast Technical Support Purpose: This scope of work describes the Distance Learning Broadcast Technical Support required by the National Park Service Distance Learning Program to operate the NCTC (National Conservation Training Center), U.S. Fish and Wildlife Service studio, located in Shepherdstown, West Virginia and the National Park Service studio located at the Mather Training Center, Harpers Ferry, West Virginia. Background: The National Park Service Training and Development Distance Learning Program (TEL - Technology Enhanced Learning) provides Distance Learning training, via interactive television, to National Park Service (NPS) field offices nationwide, as well as downlinks of the Fish and Wildlife Service and the Bureau Land Management. Responsibilities: The Contractor shall provide "Technical Support" for Distance Learning Broadcasts for the following categories: Technical Director operating the following equipment: SONY BK DS 2010 switcher; Chyron-Maxine using Winfinite programming; LEITCH Still File; Remote Control Cameras; PowerPoint Graphics; Sony DME. Audio Technical operating the following equipment: Soundcraft SAC 200 Audio Board; GETN Telephone system; GENTNER Phone System; SONY CD player. Production Assistant operating a: Studio Camera BVP-550, Maxine Chyron, GENTNER Phone System and Phone Screener, and QTR Teleprompter. The Contracting Officer Technical Representative (COTR) will provide the following: A complete description of each task to be accomplished, including date and an estimate of time involved. Oversight for each task All equipment and expendables. Evaluation and feedback of the quality of work performed. Ordering: The COTR will provide the contractor with a complete description of all tasks to be accomplished, by quarter, including dates and an estimate of the time involved. The Contractor will respond within three working days indicating availability. Costs will be determined by the hourly rates determined by this contract. Estimated Workload: Technical Director and Audio Technician contractor should anticipate a work load of approximately 600 hours per each Fiscal Year. The Production Assistant will be requested on a very limited as needed basis. This schedule may vary, with a minimum of 72 hours notice of upcoming workloads being given. Instructions to Offerors: Submission of Offers: The contractor's education, experience and past performance in the qualifications stated below: Definition of Experience: The Government will evaluate each vendor's experience on the basis of its breadth, its depth, and its relevance to the work described. Include references especially if having worked with federal agencies and federal personnel. Definition of Past Performance: Past performance is a measure of the degree to which a vendor satisfied its customers in the past. Such items of concern are timely performance, quality of work and professionalism. Definition of Cost: Pricing information should be given as loaded labor rate per hour (Technical Director, Audio Technician, and Production Assistant).
