Description

The Naval Air Systems Command (NAVAIR) intends to issue a sole source Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Simula, Inc., Phoenix, AZ to furnish E-2C Aircraft Parachute Survival Ensemble (PSE) Systems and engineering/logistical support services for the U.S. Navy and other services, as well as, Foreign Military Sales (FMS) countries. Proposed order type is Firm Fixed Price. The estimated period of performance consists of a base year and three (3) option years. Support is related to E2C Production Engineering Support, which will include but is not limited to: manufacturing of E-2C PSE production units, training units and prototypes, repacking and final close of PSE assets, and project review and management. This action will be negotiated on a sole source basis under the authority of FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), as NAVAIR believes that Simula is currently the only source for support relating to the Thin-Pack Parachute Product Line and they are the only source currently producing this Crew Back Parachute Assembly (LESPA) technology. As a result, no other source has Stimula?s unique knowledge and expertise in the Thin-Pack Parachute technology.
