- This notice is issued by NASA/JSC White Sands Test Facility (WSTF) to request information from interested parties regarding the WSTF Test Evaluation and Maintenance (TEAM) Contract recompetition that will be conducted during FY05. Information received as a result of this notice will be used for planning purposes only. In the interest of promoting competition, NASA/JSC would like to hear from interested parties regarding their preferred contracting approach. The current TEAM procurement has the following features: Large, multi-disciplined contract covering a wide range of technical and administrative functions Historically, there has been a budget of $50 to $60 million per year Cost reimbursable indefinite delivery / indefinite quantity delivery order contract with award fee 50% IDIQ and 50% Completion Form where 50% of the work was undeterminable and 50% was able to be determined at the start of the contract During the past 5 years WSTF has determined that the actual IDIQ to Completion Form is closer to 75% IDIQ and 25% Completion Form. The current TEAM contract has a 21% Small Business goal (16% SDB and 5% WOSB). In an attempt to determine the contract approach for this particular procurement, the Government is soliciting input from interested parties and asks that responses include but are not limited to the following: 1. What changes from the current TEAM contracting approach, if any, would you suggest to the new TEAM contract and why? Contract Content Contract Type Contract Structure Performance Standards Method of Work Authorization Small Business Goals Keep in mind that we are soliciting contract strategies that will promote competition by grouping and packaging logical functions in a way that promotes the synergism of work flow across contracts. 2. What documents would you want to see on the TEAM Procurement web page and included in the Technical Library? The Statement of Work (SOW) and sample Delivery Orders for the current TEAM contract are available on the TEAM web site. Please note that this SOW will be revised. Changes will be published at a later date. Companies that have previously submitted their capabilities, in accordance with the September 07, 2004 synopsis NNJ05ZJR001L, do not need to resubmit their company information but are welcome to provide input as mentioned in the paragraph above. Potential Small Business Offerors who have not previously submitted their capabilities should submit a capability statement of 10 pages or less indicating the ability to perform aspects of the appropriate effort described herein. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement); and point of contact - address and phone number). A list of interested offerors for teaming or subcontracting arrangements is available on the TEAM website http://procurement.jsc.nasa.gov/team . The list will be updated to incorporate all interested parties. Questions should be directed to Irene Garcia at irene.m.garcia-1@nasa.gov. All technical and procurement questions, related to this Sources Sought Synopsis, should be submitted no later than December 14, 2004. Questions and answers will be posted to NAIS as well as the TEAM web site at http://procurement.jsc.nasa.gov/team . No solicitation exists; therefore, there is no need to request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service (NAIS). It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. All responses shall be submitted electronically (via email) to Irene Garcia no later than December 14, 2004. Please reference WSTF TEAM contract in any response.
