NOTE: THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN JAPAN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION. This project requirement includes following: 374th Contracting Squadron, Yokota Air Base, Tokyo, Japan announces the acquisition of a Simplified Acquisition of Base Engineering Requirements (SABER) solicitation estimated for issuance o/a 10 Aug 04. Proposals are solicited for a broad range of maintenance, repair and various levels of construction work at Army installations in Kanto Plain, Japan. The Government expects to award one contract to a single offeror who provides the Government with the greatest confidence that their proposal will meet SABER and the mission requirements. The Government anticipates an Indefinite Delivery/Indefinite Quantity (DIIQ) type contract that will include a wide variety of individual construction tasks as identified in the SABER Technical Specifications and Unit Price Book (UPB). The anticipated performance period will be one basic period of 12 months with four 1-year options that may be exercised. The proposed contract will consist of the total guaranteed minimum amount of ¥100,000,000 and the estimated maximum amount of ¥5,000,000,000 for the entire life of the contract. The offeror must be capable of furnishing a performance bond in penal amount of the total minimum guaranteed amount and meet the bonding requirements in this solicitation. Individual Delivery Orders will be issued for ordering projects under the contract and include tasks in a variety of trades such as: carpentry, roofing, excavating, interior and exterior electrical, HVAC, plumbing, painting, demolition, sheet metal, concrete masonry, etc. Delivery Orders will be priced using the UPB and coefficients. Each contractor will be required to furnish all materials, equipment, incidentals and personnel necessary to manage and accomplish the projects. Each contractor will also be required to maintain a management office at the designated space in Camp Zama in order to receive the Delivery Orders and provide other management services related to accomplishing the projects ordered. Individual projects will vary in size and complexity. Contract award will be made using FAR Part 15, Best Value and Past Performance/Trade-Off procedures.
