Description
SOURCE SOUGHT SYNOPSIS UNITED STATES COAST GUARD INTEGRATED SUPPORT COMMAND BOSTON (ISC) FACILITIES ENGINEERING. The Maintenance and Logistics Command Atlantic (MLCLANT) is seeking qualified firms, to participate in a standard competition, in accordance with Office of Management and Budget (OMB) Circular A-76, Revised May 29, 2003. In order to assess the interest and qualification of firms, this sources sought is being conducted. The standard competition will consist of looking at all services, materials, supplies, supervision, labor and equipment necessary to perform public works, facilities and housing maintenance at ISC Boston and six (6) housing areas around the Greater Boston, Massachusetts area. ISC Boston is approximately 11 acres containing six (6) buildings and major structures including piers and waterfront structures totaling approximately 407,000 square feet. The six (6) surrounding housing areas consist of 163 housing units of which South Weymouth is the biggest with 95 units and 54 acres. The remaining five (5) housing areas range from 12 to 16 units each site with approximately 23 total acres. The facilities and housing are required to support operational and support units through out the 1st District, MLC, and LANT Area. ISC Boston includes office space for multiple tenant commands, industrial space (boat and ship repair), Sector Command Center, and homeport for five (5) ships and numerous small boats. The public works or facilities maintenance services at ISC Boston will include the following: (PLEASE NOTE THAT THESE AREAS ARE NOT ALL ENCOMPASSING) 1) Motor automatic temperature controls, lightning protection, and outdoor lighting systems; 3) Food Service Vehicles and Mobile Equipment and Operation of the Motor Pool ? perform repairs, scheduled/unscheduled and preventive maintenance and inspection, and administration of GSA-leased vehicle program; 2) Electrical Systems- operate and maintain all generators and other critical systems, to include power transformers, circuit breakers, oil operated switches and circuit breakers, Equipment ? inspecting, preventive maintenance, installing, and repairing; 4) Heating Systems, operation and maintenance of all boilers, distribution systems, and associated equipment used in production of domestic heat and hot water; 5)Gas Fired Hot Water heaters, operation and maintenance of (3) centralized heaters, distribution systems, and associated equipment used in production of domestic hot water; 6) Potable water and Distribution Systems?maintain potable water distribution systems in a fully operational condition; 7) Sewer Systems ? sanitary and storm sewer collection systems maintenance, and repairs to all systems components and plumbing systems; 8) Centralized 600 ton A/C and chill water plant, several stand alone DX air conditioning units, Refrigeration and Energy Management and Control Systems ? systems and equipment maintenance, equipment operation, and water treatment; 9) Buildings and Structures ? maintain barracks rooms, plumbing, metal working, performing welding, glazing, carpentry, roofing, masonry, and painting; 10) Grounds Maintenance ? provide grounds maintenance management and services, 11) Surfaced areas ? establish and implement a control inspection program, perform sweeping, pavement marking, snow removal and ice control, and maintenance of bituminous and concrete pavements; 12) Fire protection systems ? operation and maintenance of all fire alarm protection devices, alarms, monitoring panels, and distribution systems used to protect all six (6) buildings; 13) Refuse Collection, Disposal and Recycling services(HOUSING ONLY); 14) Pest Control ? schedule, supervise and perform, prepare annual pest management plan; 15) Elevator Maintenance ? provide inspection, testing, certification, and maintenance and repair of 9 passenger/freight elevators and 1sissor lift; 16) Hazardous waste Management ?perform handling, storage, and disposal of hazardous waste from ISC Boston, tenant commands and visiting ships., removal and disposal of lead paint and asbestos materials required for safety or completion of other maintenance actions, and management of contractors own waste minimization/disposal programs; 17) Special Events and Functions ? wide range of services from setting up and removing tables, chairs, podiums, platforms, PA systems, trash, parking detail support, in support of special events such as Change of Command ceremonies and visiting Dignitaries. 18) Military family housing maintenance services include interior and exterior unit maintenance, equipment, appliances, garages, fences, storage sheds, utility feeds (electrical, water, and sewer), playgrounds (5), other recreational courts (1), sewage lift station (1), sidewalks/curbs/parking lots/roads, maintenance support buildings (including Bldg #114 Pigeon Road, South Weymouth, MA and various shop storage sheds). This list of services may be subject to revision, based on the final approved service list submitted by the A-76 cost comparison team. This synopsis is for planning purposes only and does not constitute a solicitation for bids/proposals. Firms submitting responses should indicate whether they are large business, small business, veteran-owned small business, small disadvantaged business, women-owned small business, or HUBZone. Based on responses to this announcement, the Government reserves the right to consider the acquisition for 100% set-aside. The NAICS code for this acquisition is 561210, size standard $30M. Interested business firms are requested to submit literature, brochures, and capability summaries identifying, at a minimum, business size, financial capability and past and/or current performance on similar contracts within the last five years together with contract numbers and applicable points of contact and current telephone numbers. Also include a description of the plan to provide support and perform all of the functions required (i.e. via team or subcontract participation of specialized contractors, and any recommendations or information particular to performing this work that will assist in documenting market research information). The Government will not pay for any information submitted in response to this announcement.
