- The National Highway Traffic Safety Administration (NHTSA) intends to issue a competitive Request for Proposal (RFP) for the services of exploring, clarifying or resolving human factors issues that require driver behavior and performance data collection involving on-the-road field settings as well as the National Advanced Driving Simulators (NADS). The types of data collection needed may include field surveys, field research, simulator research, and field demonstrations. The types of data needed may include estimates of the prevalence and operational features of subsystems that drivers choose to use, comparison of driver behavior and performance when performing specific maneuvers using vehicle systems, naturalistic driving assessments, assessments of driver preferences for vehicle design features and examination of the safety consequence and benefits of using various advance technologies. The research needed will have broad focus, and potential vehicle systems and issues of interest that might form the basis for various types of field, laboratory or NADS data collection may include, but not be limited to, vehicle systems and dynamics, vehicle sensors, driver distraction, in-vehicle information systems, EMS issues, heavy vehicle issues, driver response measurement and instrumentation, simulator research and support, and technology assessment. In addition, the development and implementation of various human factors test procedures (e.g., evaluation protocols) or systems (e.g., ITS devices) for demonstration to NHTSA staff and other designated personnel may be required. It is contemplated that a Time and Material type Contract will be awarded. The period of performance of this contract is a three-year base period, plus two (2) renewable, one-year option periods, for a total potential contract period of five (5) years. The solicitation and any documents related to this procurement will be available over the Internet, referencing the above solicitation number. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the FedBizOpps page is www.fedbizOpps.gov or www.epsw.gov. The anticipated issuance date is on or about January 14, 2005. However, it is the offeror's sole responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors also will be solely responsible for downloading their own copy of the solicitation and amendments (if any), and any other related documents.
