- The National Highway Traffic Safety Administration (NHTSA) intends to issue a competitive Request for Proposal (RFP) for the services to perform data collection and evaluation support for NHTSA's " National Occupant Protection Use Survey (NOPUS)." One of NHTSA's goals is to increase the use of safety belts, child restraints and motorcycle helmets. NHTSA uses large-scale observational surveys and experiments to measure occupant restraints. Nationwide surveys are conducted annually and other related surveys may be conducted as required. Also, offerors may be requested to review the current survey design and provide recommendations for improvement. The offerors must demonstrate experience in statistical design, direct collection, compilation, analysis of data for large-scale national survey and have experience using and modifying, if necessary, data collection programs for technological data collection instruments, such as Personal Data Assistants (PDAs). Also, the offeror must demonstrate the ability to field, train and monitor a network of experienced data collectors who can directly collect observational data on a national level. It is contemplated that a Time and Material type Contract will be awarded. The period of performance of this contract is a three-year base period, plus two (2) renewable, one-year option periods, for a total potential contract period of five (5) years. The solicitation and any documents related to this procurement will be available over the Internet, referencing the above solicitation number. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the FedBizOpps page is www.fedbizOpps.gov or www.epsw.gov. The anticipated issuance date is on or about February 1, 2005. However, it is the Offeror's sole responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential Offerors also will be solely responsible for downloading their own copy of the solicitation and amendments (if any), and any other related documents.
