Description
The Department of Veterans Affairs is inviting offers from real estate firms to provide professional services to assist VA nationwide, including the continental United States, Hawaii, Alaska, Puerto Rico, and the U. S. Virgin Islands. These services may include, but are not limited to, assisting VA contracting staff in performance of both competitive and non-competitive lease acquisition services, both simplified and those above the simplified acquisition threshold, to include development of a lease space package, project scheduling, market survey and report, scheduling and participating in pre-offer conferences, reviewing and evaluating offers, preparing lease documents, and post-award services, including the implementation of lease expansions and lease extensions, and, but not limited to, assembling dispute, protest, claim files, responses to FOIA, Congressional, and other inquiries for leasing actions on which the contractor has worked. In addition, the contract includes non-leasing services: providing appraisals, title searches, boundary surveys, services to acquire VA ownership of real property, and environmental services. Projects will require some or all of the following disciplines: real estate broker, real estate manager, real estate specialist, environmental engineer, MIA appraiser, engineer/architect, attorney, and surveyor. Services will be directed through the issuance of individual task orders against the IDIQ contract. The IDIQ contract will be a base with four one-year options. This is multiple award procurement in which up to two (2) large businesses and two (2) small businesses will be selected for these services, one of which will be a SDVOSB. The NAICS Code for this procurement is 531210. Award of a contract is dependent upon the availability of funds. This is a request for proposals. If subcontracting opportunities exist and the submitting firm is not a small business, the Subcontracting Plan goals are 23% (SB), 5% (SDB), 5% (WOSB), 3% (HUBZone), 7% (VOB), and 3% (SDVOSB). Note: The ?covenant against contingent fee? clause is applicable to this solicitation.
