- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number for this solicitation is FA4803-05-Q-A013 and is issued as a Request for Quotation. THIS SOLICITATION IS SET ASIDE SOLELY TO SMALL BUSINESSES, CONTRACTING WILL NOT ENTERTAIN ANY QUOTES FROM ANY LARGE BUSINESSES. . The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-25, Defense Acquisition Regulation Supplement (DFARS) DCN 20041122, Air Force Acquisition Circular 2004-1122. The North American Industry Classification System is 325611. The small business size is 750 employees. Only one contract will be awarded and it will contain one Contract Line Item (CLIN). The requirement for CLIN 0001 is for 112 DRUMS (55 GALLONS PER DRUM) OF MICRO-BLAZE EMERGENCY LIQUID SPILL CONTROL, OR EQUAL. Product information can be found on www.micro-blaze.com. NOTE: ANY OFFER SUBMITTED AS AN OR EQUAL MUST INCLUDE REQUIRED DOCUMENTATION IN ACCORDANCE WITH FAR PART 52.211-6 Brand Name Or Equal. FOB Point: Destination to USCENTAF/LGSO 611 Lark Road Bldg 1940 Shaw AFB SC 29152. The following addenda is provided to this provision: The Contractors response to the Request for Quotation should be submitted and shall contain the following information: SOLICITATION NUMBER; NAME; ADDRESS; TELEPHONE NUMBER OF OFFEROR; TERMS OF THE EXPRESSED WARRANTY; QUANTITY, UNIT PRICE; TOTAL DOLLAR AMOUNT, ANY DISCOUNT TERMS, AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS. Submissions must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification. Quotes shall also contain all other documentation specified herein. Offerors that fail to furnish the required information, or reject the terms and conditions of the solicitation may be excluded from consideration. EVALUATION/AWARD: IAW FAR 52.212-2, Evaluation-Commercial Items, the government will award a purchase order resulting from this solicitation based on price and delivery in that order of preference. Price must include any shipping charges. All offerors MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTERATION (CCR). Information registration requirements maybe viewed via the Internet at http://www.ccr.gov/ or by calling the CCR Registration Center at 1-888-227-2423. Offeror shall be registered in Wide Area Workflow via the Internet at https://wawf.eb.mil/ for invoicing. The following listed FAR clauses apply to this solicitation and are incorporated by reference. FAR 52.219-6, Notice of Total Small Business Set-Aside; FAR 52.211-8 Time of Delivery as prescribed in 11.404(a)(2), insert the following clause Time of Delivery (Jun 1997) (a) The Government required delivery to be made according to the following schedule: REQUIRED DELIVERY SCHEDULE: Requirement is for 6160 Gallons of micro-blaze, 12 drums (55 gallon drums) due 5 days after receipt of award, and the rest due No Later Than 27 December 2004. The government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable delivery period specified above, will be considered nonresponsive and rejected. If the offeror proposed no other delivery schedule, the required delivery schedule above will apply. Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer by mail or otherwise furnished to the successful offeror results in a binding contract. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states the contract or notice of award will be transmitted electronically. (The term ?working day? excludes weekends and U.S. Federal Holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected. (End of Clause) RESPONSE TIME: REQUEST FOR QUOTATION WILL BE ACCEPTED AT THE 20TH CONTRACTING SQUADRON LOCATED AT 305 BLUE JAY ST. SHAW AFB SC 29152 NO LATER THAN 4:30 P.M. EST ON 7 DECEMBER 2004.
