- SUBJECT: Sources Sought/Pre-Solicitation Notice for Refuse Collection and Disposal Services. DESCRIPTION: Incirlik Air Base, Adana, Turkey is seeking qualified sources capable of providing complete refuse collection and disposal services in order to develop a source list. This notice is to identify all prospective offerors within the Republic of Turkey in submitting proposals for the upcoming solicitation of the Refuse Collection and Disposal Services contract. GENERAL: Contractor will provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform Refuse Collection and Disposal Services on Incirlik Air Base, Adana. LAWS/ REGULATIONS/ PERMITS: Contractor shall perform to all specified standards as well as with all local national regulations and applicable Turkish laws. DISPOSAL: Contractor shall transport and dispose of all solid waste at licensed off-base disposal sites. Disposal shall be in accordance with existing local, national regulations and Turkish laws. Contractor shall be responsible for any permit and/or fees associated with use of off-base disposal locations. Magnitude of this solicitation is between $1,000,000 and $5,000,000. All potential offerors must complete and submit the Pre-Solicitation Conference/Site Visit Reservation Form posted separately with this Source Sought/Pre-Solicitation Notice to the 39th Contracting Squadron. Each offeror shall identifying their company name, address, phone number, fax, email, and solicitation point of contact. This information shall be submitted no later than 15:00hrs (3:00 PM) on 03 December 2004. Fax, e-mails, or handcarried forms will be accepted. However, e-mail replies are much more reliable than faxes, thus, we encourage you respond back by e-mail. Any interested party who do not submit this information by the stated cut-off date shall not be considered for award nor shall a proposal be considered responsive. Parties not previously identified and listed per the above request shall not be allowed entry to the pre-solicitation conference. The 39th Contracting Squadron point-of-contacts (POCs) for this acquisition is Mr. Metin Acan or Mr. Randall P. Cummins. Both can be reached at 0322.316-8084. Fax your reservation forms to (322) 316-1250 or (322) 316-6783. Offerors who submit their reservation forms late (after 15:00 hrs on 03 December 2004) shall be deemed non-responsive. Important information concerning eligibility for award of this solicitation: Due to established economic agreements between the United States Government and the Government of Turkey, the Air Force intends to award this solicitation to a business concern within the country of Turkey. Proposals from business concerns outside of Turkey will not be considered.
