Description
This procurement is for the solicitation of a Two Phase Firm Fixed Price Construction contract for Roadway and Access Control Improvements located at Fort Lee, VA. This project (Phase 2 of 5 Phases ) is a re-advertisement of Fire and Emergency Servic es Center, Phase 2 and includes but is not limited to: The project includes widening of 6th Street (Sisisky Boulevard) with a divided, raised median, curb and gutter, bike trail, storm drainage, traffic signalization, pavement marking, access control point, iron perimeter fencing for the entrance road, and lan dscaping. The access control point includes a new guardhouse, vehicle inspection areas and canopies, vehicle speed deterrents, vehicle barriers, exterior lighting, and standby generator. Selection criteria factors are as follows:PHASE ONE: (1) Offeror Rel evant Experience (2) Offeror Past Performance (3) Offeror Project Key Personnel (4) Project Management Plan and Schedule PHASE TWO: Price Proposal. A maximum of five offerors selected during PHASE ONE will advance to PHASE TWO. Offerors will be evaluated on both technical proposal and price. The Government reserves the right to reject any or all proposals prior to award: to negotiate with any or all proposers: to award the contract to other than the lowest price: and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT AN AWARD MAY BE MADE IN PHASE TWO WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The receipt date for Phase I proposals is January 6, 2005. The magnitude of construction is estimated to be between $1,000,000.00 and $5,000,000.00. THIS IS AN UNRESTRICTED PROCUREMENT. Plans and Specifications will not be provided in a printed hard copy format. Contractors may view and/or downlo ad this project on or after December 6, 2004 from this website: www.nao.usace.army.mil/Ebs/Asp/AdvertisedSolicitations.asp. Prospective contractors must be registered in the DOD Central Contractor Registration (CCR) database prior to award of a contract. Information on registration and annual confirmation requirements may be obtained by calling 1-888-227-2423 or via the Internet at http://www.ccr2000.com.
