Description
Provide the U.S. Fish and Wildlife Service, Region 6, with Architect-Engineer (A-E) services, for (Title I) Initial Planning and Data Gathering, (Title II) Engineering Design, and (Title III) Construction Management/Inspection Services. It is anticipated that multiple awards of Indefinite Delivery Indefinite Quantity (IDIQ) contracts for base year and four one-year options will be awarded. The guaranteed minimum amount for each contract awarded will be $15,000 for all five years. It is anticipated that the maximum amount for each year will be $1,000,000, however, specific task order limitations will be a point of discussion and agreement during the initial negotiations, as the projects may vary in size and complexity. The services will be performed in the eight states comprising the Fish and Wildlife Service's Region 6 which includes: North Dakota, South Dakota, Nebraska, Kansas, Montana, Wyoming, Utah and Colorado. The A-E shall provide engineering services necessary for: planning and/or design for future construction, modification and/or renovation of various facilities; mapping and surveying; investigation, appraisal, evaluation, planning, design, construction management, construction, rehabilitation, and maintenance of small dams, dikes, ditches, water control structures, roads, bridges, one story and multi-story buildings, including, but not limited to, visitor centers, administrative buildings, research and laboratory buildings, and fish hatchery buildings; erosion control; hydrology, hydraulics; VE studies; exhibit design; and other projects or facilities that are common to refuges, hatcheries, research facilities, or other facilities that may come under the cognizance of Region 6, as may be required by task orders issued under the contract. In addition, the performance of certain other pre-construction and post-completion engineering activities may be required to assist in the administration of the contract, including obtaining permits, conferring and coordinating with Federal, State and local government agencies, visiting the project site, holding conferences, conducting inspection, and checking and recommending approval or rejection of shop drawings, samples, equipment lists and data, and participating as a member of the final inspection team. Professional disciplines may include, but are not limited to, all or some of the following: Architects, Engineers (Civil, Hydraulic, Structural, Geotechnical, Mechanical, and Electrical), Laboratory Designers, Fish Culture Designers, Landscape Architects, Hydrologists, Technicians, Surveyors, Appraisers, Draftsmen, Specification Writers, Estimator, Construction Inspectors, Value Engineers, and Exhibit Designers. The Fish and Wildlife Service will conduct a careful and detailed review of the technical and professional qualifications of each firm responding to this project announcement, including each of their listed consultant firms. Firms are encouraged to supplement the information contained in their Standard From 330 with specific narrative and other documentation relative to the announcement to enhance their opportunity for consideration during the initial evaluation. The evaluation factors are as follows, and are listed in descending order of their importance: (1.) PROFESSIONAL QUALIFICATIONS, TECHNICAL COMPETENCE, AND SPECIALIZED EXPERIENCE. List the relevant projects and the extent of the firm's involvement and responsibility of work completed. Show the project types, design character, complexity, and relevance to the services required. Show each participating firm's capacity and commitment of design resources for the services required. Indicate direct experience in providing planning, design, and construction management with emphasis on natural resources projects for fish hatcheries, wildlife refuges, and laboratory/research facilities; these should include, but not be limited to, buildings, fish aquiculture, small dams and water control structures, roads and bridges, and surveying. Building experience should include planning and design of various building types including offices, visitor center, laboratories, and maintenance shops. It should also include experience relating to HVAC, sustainable design (including LEED certifications), seismic design, and greening features. Dam project experience should include small dams, canals, and water control structures. Stability analysis, hydraulic and hydrologic analysis, flood studies, and dam safety experience should also be noted. Fish aquiculture should include planning and design of facilities for the rearing/breeding of various fish species, including structures for the capture, transport, delivery and treatment of water supplies. Planning and design of water quality monitoring systems, treatment systems including UV and other non-chemical based treatments, fish screens, and raceways should be noted. (2.) EXPERIENCE AND QUALIFICATIONS OF KEY PERSONNEL. Show the relevant individual experience and education of the principals and other key personnel of all disciplines who directly manage, supervise, or perform significant design or planning functions for the type of services required. Show specialized experience of key personnel in project coordination and management of team members. Identify support staff such as CADD technicians, surveyors, typists, and office facilities to accomplish the work. (3.) CAPACITY OF FIRM TO ACCOMPLISH THE WORK. Show how the firm's design disciplines, personnel, time, and activities are coordinated and scheduled. Show how quality of design and construction documents are maintained and reviewed; how project scope, costs, and design-to-budget are controlled. (4.) LOCATION AND FAMILIARITY WITH LOCAL CONDITIONS. Identify the firm's office location(s) and familiarity with local construction methods, weather, and seasonal conditions in the Region's eight-state contract area. Demonstrate familiarity with soils and foundation requirements for the contract area. Identify the firm's familiarity with construction on fish hatcheries, wildlife refuges, and laboratory and research facilities. (5.) USE OF COMPUTER SUPPORT. Indicate the extent and type of computer support that is used for design, scheduling and cost control, word processing, and other applications pertaining to the type of service required. Indicate compatibility with Fish and Wildlife Service AutoCad 2002 or newer. (6.) PAST PERFORMANCE. List previous work with Government agencies (Federal, State, County and City), particularly with Fish and Wildlife Service. Note significant awards and other professional recognition demonstrating compliance with schedules, budget constraints, cost control and quality of work. For significant projects and work for Government agencies listed in the SF-330, provide the name and telephone number of a client contact able to discuss technical performance of the work. Identify the firm's familiarity with Federal Specifications, and other relative Federal Regulations. (7.) VOLUME OF PRESENT AND FUTURE WORKLOAD. Indicate the ability the firm will have to perform the work required based on existing and projected workload. (8.) ABILITY TO ACCELERATE PROJECTS. Indicate the ability of the firm to support an expansion or acceleration of the assigned projects. The North American Industry Classification System (NAICS) codes for this acquisition are 541330, 541310, 541350, and 541370. This procurement is open to both large and small business. A large business if selected will be required to submit a subcontracting plan. Qualified firms desiring consideration should provide a current Standard Form 330 (SF-330) with specific narrative and other documentation relative to the announcement to enhance its opportunity for consideration during the initial evaluation. Also provide a current SF-330 for each firm proposed as a consultant for the subject services. Responses shall address all the evaluation factors listed above. Selection of firms for award shall be conducted in accordance with FAR 36.602-3 and 36-602-4. Provide evidence of each firm's intent and/or commitment to the project. Elaborate brochures and material not relevant to the project should not be presented. Be as concise as possible and provide only the information being requested. Submit one (1) original SF-330 by no later than 4:00 p.m. Mountain Time, December 29, 2004, to: U.S. Fish and Wildlife Service, Attention Ms. Aileen Y.
