Description
NAVAIR Orlando, Training Systems Division has a requirement to develop and implement new training curriculum courseware for Landing Craft Air Cushion (LCAC) Service Life Extension Program (SLEP) maintenance personnel by 2006. The LCAC is a non-self sustaining, amphibious Air Cushioned Vehicle (ACV), used to transport up to 60-tons of equipment and/or troops, from ship to beachfront, at speeds in excess of 40 knots. The primary mission of the LCAC is to conduct high speed, ship-to-shore, over-the-beach operations in support of Marine amphibious forces. After being launched from the well deck of amphibious assault ships, the LCAC can transport equipment, personnel, and weapon systems to the beach from over-the-horizon standoff distances. The original LCAC design was based on a 20-year life cycle. Current vehicles are approaching the end of that service life. A SLEP has been created to prolong the service life of all 91 craft for an additional 10 years. During SLEP, all crafts will be updated to incorporate the latest performance, communications, and navigation enhancements, as well as meet new lift requirements. The current maintenance-training pipeline includes the following courses: Propulsion and Lift System Maintenance, Gas Systems Technician Mechanical (GSM), Course Identification Number (CIN) K-652-0314, length 33 days; Craft Control Systems Maintenance, Gas Systems Technician Electrical (GSE), CIN K-652-0315, length 33 days. Training on the new SLEP equipment is currently being conducted for previously qualified maintenance personnel. Three courses are currently being offered. Command, Control, Communications, Computer and Navigation (C4N) Maintenance, Electronics Technical (ET), length 10 days; Control Alarm and Monitoring System (CAMS)/Full Authority Digital Engine Control (FADEC) Operations and Maintenance, length 10 days; ETF40B 04 Level Engine Familiarization and Maintenance, GSE, GSM, length 5 days. A Media Analysis is currently being performed on both legacy and SLEP maintenance courseware objectives to integrate both sets of courseware into a single continuum of instruction. The results of the analysis will outline the new SLEP craft curriculum for maintenance training to include a concise list of course objectives with instructional sequencing and recommended media. The output of the media selection will be provided to selected contractor as Government Furnished Information (GFI) to aid in course development. The target audience for this new SLEP pipeline set of courses will be persons unfamiliar with the LCAC. It is anticipated that a best value contract will be awarded to a contractor on or about May 2005 for development of a suite of courses (approximately 4) to comprise the LCAC SLEP maintenance-training pipeline. These courses require use of a ?blended solution? to include Computer Based, Instructor Led, Web Based and Hands-On training where appropriate, per result of the Media Analysis. Course developed must conform to the following standards where applicable. Navy Knowledge Online (NKO) and Integrated Learning Environment (ILE); Shareable Content Object Reference Model (SCORM) 2004; Commercial Off The Shelf (COTS); Navy and Marine Corps Internet (NMCI); IT21 ? Shipboard standard LCAC SLEP Technical Manuals are available for review on the Internet at http://www2.psnsbsn.navy.mil. Potential sources must identify their business type (i.e., large business, small business, small disadvantaged business, 8(a) certified business, woman-owned business, etc). The responses will serve as a basis for the Government?s decision to establish this requirement as an 8(a), Small Business Set-Aside, or Unrestricted requirement.
