Description
The Government intends to procure Toxicological Aspects of Risk Assessment Technical Assistance services as required by the Navy Environmental Health Center (NEHC), Portsmouth, VA. NEHC has been tasked to complete a toxicological review of chemicals of concern having draft or provisional toxicity values that drive risk and cleanup decisions at Navy remediation sites. In cases where sufficient toxicological information is available, derivation of new draft values are to be completed. Services are required to provide technical assistance regarding toxicological aspects of risk assessment in completing this task for various chemicals such as Benzo(A)pyrene, Dibenz(A)anthracene, and Aluminum. A complete list of chemicals will be listed in the RFQ. While preparing a report for each chemical compound assigned, the final report will include such things as identification of existing draft or provisional toxicity values for each compound; determination of the origin or each draft or provisional toxicity value; and evaluation of written documentation(s) of the scientific justification for draft or provisional toxicity values(s). Delivery will be FOB destination. The proposed requirement will be awarded under a Firm Fixed Price contract as a commercial item. A complete RFQ package will be available on or about 29 November 2004 by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil. The applicable NAICS Code is 541690. The size standard is $6.0M. Potential contractors are hereby notified that the solicitation and subsequent amendments will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
