- The Bureau of the Public Debt, on behalf of the Armed Forces Retirement Home (AFRH), intends to issue a solicitation for garbage and trash removal services. The Contractor shall provide all management, supervision, personnel, services, materials, supplies, facilities, transportation, and general and specialized equipment, except that specified as Government-furnished, necessary to perform Garbage and Trash Removal services and operations as described for the Armed Forces Retirement Home located in Washington, D.C. The Contractor shall provide the services in accordance with the terms, conditions, and specifications of the Performance Work Statement (PWS). The contract will be a combination Firm-Fixed Price (FFP) and indefinite delivery-indefinite quantity (ID/IQ) contract for a base period and four one-year option periods. The Contractor shall perform all work at times and in a manner to avoid disruption of AFRH operations or disturbance to patients, residents, and staff. Also, all trucks, garbage/trash containers and areas around garbage/trash containers shall be maintained in a state of cleanliness to minimize rodent and insect infestation. The Contractor shall collect, transport, dispose of, and process all garbage/trash generated on the AFRH campus including, but not limited to, residential garbage/trash, dining facility garbage/trash, shop area garbage/trash, golf course garbage/trash, and perimeter container garbage/trash. The Contractor shall perform all necessary work to keep the AFRH campus free of container overflow, odors, container leakages, or unsightly accumulations of any trash material. The Contractor shall transport all garbage/trash to a local transfer station certified/licensed at the state or local government level. All compactor and roll-off dumpster garbage shall be weighed for payment purposes. The Contractor shall supply all dumpsters, compactors, portable residential (i.e. on wheels) containers and other containers in the quantities and sizes needed to perform this task. The Contractor shall ensure that if dumpsters are utilized that the dumpsters? size and placement shall not impede or interfere with any emergency vehicles? access to the building The Contractor shall pick up and consolidate collected recyclable material. The Contractor shall transport the consolidated materials to a local paper/cardboard recycling transfer station.
