Description
The site survey scheduled for today 23 Nov 04 @1000 has been cancelled due to contractors past performance. The site survey has been determined not to be necessary. (i)This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. (ii) RFQ FQ489743080600 is a combined synopsis/solicitation for commercial items. This combined synopsis/solicitation is issued as a request for quote (RFQ). Submit written offers only, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). (iii) This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. It is the contractor’s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at: http://farsite.hill.af.mil/vffar1.htm (iv) This procurement is being issued as 100% Small Business Set-Aside. North American Industrial Classification Standard: 333911; Small Business Size Standard: 500. (v) CLIN (0001) Installation of 4 EA 600 Gal1on per minute (GPM) JP-8 Pumps IAW attached Statement of Work. (vi) A Site visit is scheduled for 23 November 04 @ 1000 am and will be held at Bldg 1317 on Mountain Home AFB ID. Interested parties should confirm attendance via email to TSgt Martin @ victor.martin@mountainhome.af.mil. (vii) FOB: Destination for delivery to: 366 CES, Bldg 1317, Mountain Home AFB, ID 83648. Period of Performance is 60 days and is projected to begin 24 Jan 05. Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control (QC). (viii) The provision at FAR 52.212-1 Instructions to Offerors—Commercial Items, applies to this acquisition. (ix) The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on a Best Value to the Government. Best value can include but is not limited to price, delivery date, and technical capability. Quotes are required to be received no later than 16:30 MST, Tuesday, 30 November 2004. STATEMENT OF WORK QYZH 01-2003 (DESC # MTH 02-5) REPLACE EXISTING 600 GPM PUMPS, Fac. 1317 1. GENERAL This project is for the acquisition of four 600 gallon per minute (GPM) pumps to be installed inside Facility 1317. The government shall remove the existing 600 GPM JP-8 transfer pumps. The contractor will remove the existing pump bases that consist of metal casing filled with concrete which must be removed by jack-hammering. The contractor will procure and install only new Afton model ILVS, 600 GPM in-line centrifugal pumps, item No. P-1 A/B. Pump and motor assemblies must be identical to pumps # 9,8,7,6,&5 previously installed and must meet the API 610 standards (8th Edition). The new pumps must be rated for Jet Fuel service. The new pumps must be capable of delivering at least 400 GPM at 65 + PSI to the farthest outlet from the pump house. The new pumps must be installed with one metallic flex connector at the discharge flange identical to pumps 9,8,7,6&5 The bidding contractors must do a site visit to calculate the pumps performance against the existing piping sizes and routes to the farthest outlet from pump house. The calculated performance assessment must be submitted as part of the contractor’s bid. The top of the pump’s mounting base plate and the existing concrete pedestal shall be and grouted to present a smooth, finished appearance. The pumps will be installed with all electrical and piping connections done by the contractor. 2. GOVERNMENT SUPPLIED MATERIAL As-built drawings of the building 1317 piping will be made available for any of the bidding contractors to investigate. Upon request, a copy of the as-built drawings will be made available to each potential bidder after the site visit meeting. Other drawings or supplemental information will be provided as requested. All drawings provided by the Air Force must be field verified by the contractor. 3. SPECIFICS: Air Force personnel will remove the existing pumps from existing pump pedestals and remove any other associated items of the pumps as necessary for the new installation of pumps by contractor. Each bidder shall provide a total price to provide and install the new pumps in Facility 1317. The contractor must ensure the pumps are installed in a true vertical position and all welded connections such as gauges and pressure relief outlets are installed straight and in a true vertical or horizontal position. The contractor is responsible to provide welding services by an API certified pipe welder. The contractor is responsible to provide all electric wiring as necessary and all wiring and electric work must meet current electrical codes for hazardous locations. The contractor must provide all lifting and hoisting equipment necessary to move the new pumps into place.
