Description
The Government intends to procure environmental technical assistance and support services for Navy Environmental Health Center (NEHC) under Full and Open Competitive procedures. The NAICS code is 541620 and the FSC code is B510. The contractor shall measure and evaluate risks, and recommend solutions using, commercial off the shelf, SmartRISK?, SmartTOX? and SiteSTAT? software. The contractor shall be proficient in using SmartRISK?, SmartTOX? and SiteSTAT? software. Task: The contractor shall provide technical assistance to NEHC regarding risk assessments which includes, but is not limited to: 1. Updating the Navy Human Health Risk Assessment website http://www-nehc.med.navy.mil/hhra/index.htm and the Navy Risk Communication website (http://www-nehc.med.navy.mil/HERC/index.htm). This requires revising/modifying Navy Human Health Risk Assessment and Risk Communication guidance procedures for conducting human health risk assessments at Navy locations worldwide. 2. Technical maintenance and administrative support for the Navy Human Health Risk Assessment and Risk Communication websites. 3. Modifying software or providing software that is compatible with SmartRisk, SmartTOX? and SiteSTAT?software is required to address customer?s special needs (i.e. formatting tables for Risk Assessment results). 4. Develop a software module that is compatible with SmartRisk for the evaluation of the Vapor Intrusion pathway consistent with the Navy?s Vapor Intrusion White Paper and Vapor Intrusion Policy Statements. This risk assessment program/module must be compatible in all aspects with SmartRISK?. The module must be able to calculate risk-based concentrations consistent with Johnston and Ettinger guidance and enable changes in parameters and documentation of changes. 5. Continued development, enhancement and training of NEHC personnel on SmartRISK?, SmartTOX?, and SiteSTAT? risk assessment software on the most recent software versions. 6. Analytical data loading and data quality assurance checks using SiteSTAT?. 7. Statistical analysis and reporting using SiteSTAT?. 8. Integration of the analytical data used in the risk assessment with Geographic Information Systems (GIS) using SiteSTAT. 9. Spatial analysis and modeling of exposure point concentrations using SiteSTAT?. 10. Graphical presentation of risks via SmartRISK?. 11. Conducting deterministic and probabilistic human health risk assessments using the most recent version of SiteSTAT?, SmartTOX?, and SmartRISK?. 12. Developing risk assessment reports commensurate with appropriate guidance for each site ? with the U.S. EPA Risk Assessment Guidance for Superfund (RAGS) serving as the guideline for all document development. 13. Responding to comments by peer reviewers regarding risk assessments. 1. Revising risk assessment reports based on comments by peer reviewers. This may include significant changes to the previous risk assessments. 2. Delivery of all data utilized in the risk assessment in electronic format to NEHC. 3. Participating in meetings to discuss risk assessment related issues at sites. The contractor shall provide the following deliverables: 1. Deterministic and Probabilistic Risk Assessment Reports developed using SiteSTAT?, SmartTOX?, and SmartRISK? for at least two Navy sites. 2. Responses to Regulatory Comments regarding Risk Assessment Reports 3. An Update of the Navy Human Health Risk Assessment and the Risk Communication websites 4. A software module for the evaluation of Vapor Intrusion at Navy wide sites compatible with SiteSTAT?, SmartTOX?, and SmartRISK? 5. Table format modification of SiteSTAT?, SmartTOX?, and SmartRISK? 6. Two-day training on the latest version of SiteSTAT?, SmartTOX?, and SmartRISK? Each site specific report shall be clearly written in the contractor?s form and format . All Risk Assessment data that is collected under this contract shall be passed to the Government and it shall be considered as Government owned property with all rights and privileges of its use. The Request For Quote will be posted on the website at www.neco.navy.mil on or about 2 December 2004.
