- NASA/GSFC has a requirement for extended mission operations and data analysis (MO&DA) support for the Ramaty High Energy Solar Spectroscopic Imager (RHESSI) Mission. NASA/GSFC intends to extend its contract with The University of California at Berkely (UCB) to add additional MO&DA under 10 U.S.C. 2304(c)(1), Only one Responsible Source. UCB was originally responsible for designing, developing, fabricating, assembling, integrating, testing, and storing the RHESSI Observatory. The RHESSI mission represents over 7 years of study, definition, design, and development effort by UCB. Because of UCB's intimate involvement in the RHESSI program from inception, UCB is uniquely qualified and the only source with the experience, expertise, scientific and technical knowledge of the program to be able to continue the MO&DA effort in the extended mission phase within the current mission schedule. The RHESSI apacecraft and ground segment represents the original research, thoughts, and designs of UCB and their partners. This cannot be duplicated or readily assumed by a different contractor. The Government does not intend to acquire a commercial item using FAR Part 12. See note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 12/14/04. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
