Description
The National Institute on Drug Abuse (NIDA) seeks capability statements from qualified 8A small businesses (NAICS 511199), size standard is 500 employees). In brief, the objectives of this project are to provide NIDA with technical support in the preparation, publication, and dissemination of materials and products to educate an ever-growing number of target audiences, including researchers, practitioners, policy makers, public health partners, state health departments, the entertainment industry, educators, students, children, parents, and the general public about research findings in drug abuse prevention and treatment. The project will require the services of a number of experts with knowledge of reviewing programs and developing strategic marketing plans, public awareness campaigns, market research, outreach to special target audiences (e.g., minorities and youth), writing, translating to Spanish, rewriting, copy editing, proofreading, preparing camera-ready copy, graphic design, publication of presentation materials (e.g., prints, posters, including publications) while also exploring new outreach avenues. Information sent should be relevant and specific in the technical area under consideration, for each of the following qualifications: (1) Experience: An outline of previous projects, specific work performed; (2) Personnel: Name, professional qualifications and specific experience of technical personnel who may be assigned as Project Director. Any other information that would improve our consideration and evaluation of the information presented is desirable. Interested organizations must demonstrate and document extensively the ability to perform the above tasks. Organizations must show their ability to create high quality products and demonstrate their expertise in public health initiatives. They should also demonstrate their capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, contracts both Government and commercial, the organization for which work was performed, references, i.e., names, titles, telephone numbers and any other information serving to document the organizations capability, e.g., awards, commendations, etc. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. This is not a request for proposals. The Government does not intend to award a contract based upon responses under this announcement or otherwise pay for preparing any information sent or the Government?s use of the information. Any proprietary information should be so marked. Interested organizations presenting a capability statement in response to this sources sought announcement must identify their size status. Offerors must send written capability statements by December 15, 2004, 3:00 p.m.(EST), to the NIDA Contracting Officer.
