Description
This is a pre-solicitation notice for Military Family Housing Maintenance for two locations at Langley AFB, VA (Main Base and Bethel Manor). Solicitation No. FA4800-05-R-0001 will be issued as an RFP, for commercial items under FAR Part 12 Acquisition of Commercial Items. This notice replaces the previous notice for FA4800-04-R-0006. This acquisition is a competitive 8(a) set-aside. The North American Industry Classification System Code (NAICS) is 238990 with a small business size standard of $12M. Description of services: contractor shall provide all management, equipment, tools, materials, transportation, supervision, and qualified and/or licensed (as required) personnel necessary to perform maintenance and repair of occupied and unoccupied military family housing units. Services include, but are not limited to; responding to service calls, change of occupancy maintenance (COM), pest control during COM, recurring maintenance/inspection and repair of interior and exterior of housing units to include plumbing/electrical, garages/storage areas, installed fences, playground equipment, recurring equipment/appliance inspections and repair, bus shelters, grounds maintenance services, and unoccupied units. The contractor shall perform in accordance with the standards outlined in the Statement of Work as posted with the solicitation. The Government intends to award a fixed-price, performance based contract in accordance with Performance Price Tradeoff Procedures in FAR Part 15, Contracting by Negotiation. The period of performance will include a six-month base period and four (4) one-year option periods with a six-month 5th option year. The contract will include an opt-out clause for privatization. Privatization is expected to be implemented in the fall of 2007. The RFP will be posted on or about 20 Dec 04. The entire solicitation will be made available only on the Federal Business Opportunities website (http://www.eps.gov). No paper copies will be issued. Potential offerors are responsible for monitoring this site for the release of the solicitation package. To be eligible for contract award, offerors must be registered in the DoD Central Contractor Registration (CCR). Offereors may register via the CCR website at http://www.ccr.gov or by contacting Customer Service at 1-888-227-2423. All responsible 8(a) small businesses may submit a proposal, however, all concerns contemplating a proposal as part of a joint venture, or a partnership must be able to demonstrate the ability to perform a minimum of 51% of the work.
