Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular 2001-14 and DFARS Change Notice 20030722 Edition. The solicitation incorporates by reference the following clauses: FAR 52.212-1, 52.212-3, 52.212- 4 and 52.212-5. DFARS 252.204-7004. The Air Force intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (1) and FAR 6.302-1(a) (2). The proposed source is Dr William K.Stockman, Dayton Aerospace, Inc. The procurement: The Air Force Institute of Technology (AFIT)is offering courses in FMGT 520: Strategic Cost Management, COST 669: Advanced Cost Analysis, COST 674: Seminar in Cost Analysis, COST 671: Defense Cost Modeling during the Winter and Spring quarters 0f 2005 for students in the Graduate School of Engineering and Management. Work shall be done IAW attached Statement of Objectives(SOO). This synopsis is being published for information purposes only. This notice of intent is not a request for competitive quotations. However, the government will consider any proposals received within 3 days of issuance of this notice. A determination by the government not to complete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
