- Background: The Enhanced Night Vision Goggle (ENVG) is the next generation helmet-mounted night vision goggle for the U.S. Army. The ENVG combines images from image intensification and infrared sensors to allow the individual soldier to perform mis sions under all light levels and when visibility is reduced due to smoke or dust. Situational awareness is improved because ENVGs infrared sensor provides the Soldier with the capability to rapidly detect and recognize man-sized targets while maintaining the ability to see detail with the image intensifier sensor. The image intensifier allows ENVG to be compatible with rifle-mounted aiming lights. Request: The U.S. Army Robert Morris Acquisition Center intends to issue Request for Proposal W91CRB-05-R-0006 on or about 14 December 2004 for Low Rate Initial Production (LRIP) ENVG assets, spare components, development of supporting logistics and techn ical documentation, performance of a Logistics Demonstration (LD) and execution of Developmental Testing (DT) and Initial Operational Test and Evaluation (IOT&E). It is the Governments intention to award a single contract as a result of this solicitatio n. Award will be made to the best value proposal, which is determined to be the most beneficial to the Government based on the criteria set forth in the solicitation.. The contract will contain follow-on production options and a Time and Material (T&M) c lause. The proposal shall be submitted in hard copy as well as electronic format on compact disk (CD) as stated in the RFP. Offerors have the latitude to propose any enhancements they believe provide benefit to the Government. The Section L defines Gove rnment desired enhancements in priority order. Offerors should note the $3M dollar battery reduction incentive. Any proposed enhancement should not jeopardize the ENVGs capability to meet the Key Performance Parameters (KPPs). The official release of t he Request for Proposal (RFP) will be posted on the internet at the Army Single Face to Industry (ASFI) web site located at the following address: https//: acquisition.army.mil. The on-line version of the RFP includes all documents of the solicitation p ackage. No hard copy of this RFP will be issued. Amendments, if any, will be posted at the same location as the solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents. It is anticipated that this solicitation will be issued on or about 14 December 2004.
