- The United States Army Communications Electronics Command (CECOM) intends to award a Firm-Fixed-Price (FFP) type contract for the acquisition of 109 each, 4-Cylinder, liquid cooled, Engine, Diesel, NSN 2815-01-350-2207, 15 kw Tactical Quiet Generator (TQG), as a modified commercial item. There will be a one (1) 100% option. This is a request for quotation (RFQ) and the solicitation number assigned is W15P7T-05-Q-F801. The solicitation will be posted on the International Opportunities Business Page (IBOP) at http://abop.monmouth.army.mil. Shipments are to be FOB destination with Inspection/Acceptance FOB Source. The items will be shipped to the New Cumberland Facility, New Cumberland, PA. Packaging shall be in accordance with MIL-STD-129, level A, Military Special Packaging Instructions (SPI) AG00000605. Delivery shall be within 130 days after contract award. Isuzu is the only manufacturing source listed on the Source Control Drawing (SCD) for this engine. As a modified commercial item, this acquisition is limited in that only few sources possess the technical data (drawings or specifications) that completely define the form, fit, and function (F3) of this item. Therefore, the engine can only be obtained from authorized Isuzu distributors. All responsible sources may submit a quotation, which shall be considered by the agency. This action is processed on the sole source basis IAW FAR 6.302-1 (a) (1) and 10 USC 2304 (c) (1), however, all responsible sources may submit a proposal which shall be considered by the agency. See numbered note 22. The US Army CECOM has established the IBOP website as part of the Armys Single Face to Industry, to allow electronic posting of Solicitations for Request for Proposals (RFPs), Request for Quotations (RFQs), and Invitations for Bids (IFBs) from CECOM to industry. All parties interested in doing business with CECOM are invited to access, operate, send and receive information from the IBOP at http://abop.monmouth.army.mil.
