- The intent of this sources sought notice is to identify sources capable of performing disposal of projectile metal parts equipment at an Army Ammunition Plant in Louisiana. Work may include the disposal of all identified excess equipment: including identification of hazards, decontamination, disconnecting equipment from utilities and services, disassembly of equipment, disposal of equipment in a manner which creates maximum benefit to the government, and plant restoration to the original condition. The estimated period of performance is 1 year. The contractor will need to meet the following requirements at a minimum: " The contractor shall meet all federal, state, and local safety and environmental regulations, including, but not limited to Occupational Safety and Health Agency (OSHA) and Environmental Protection Agency (EPA) regulations. " The contractor must identify all equipment/facilities as candidates for testing or quantification of the hazards, which may have been reasonably expected to become contaminated by virtue of fit, form, function, or manufacture. " The disposal of equipment shall be accomplished in a manner which creates maximum benefit to the Government. Historically, such disposal actions have been accomplished by established commercial liquidators. Such liquidators usually possess unique insig ht into marketplace dynamics, marketing techniques, and realistic expectations of sales effectiveness. Regardless of disposal method selected, the contractor shall be responsible for the following: o All property shall be sold or disposed of without any covenant or warranty of any kind, expressed or implied, as to the quality of any of the property or its fitness for any use or purpose, and that all sales are final. o All property sold or otherwise transferred shall be removed from the installation promptly upon consummation of transfer documentation. o Arrange, group, or market assets in a manner which maximizes benefit to the Government. This may require creative mixing of high value equipment with other items which would otherwise represent a liability to the Government. " Any buildings or physical plant improvements (to include infrastructure) which are modified in any way to facilitate equipment removal shall be restored to their original conditions, using like materials and workmanship. " The contractor must be able to obtain the required bonds and insurance. Interested sources may submit a Statement of Capability (SOC) not more than five pages long to the point of contact detailed below. The SOC shall include the following: Firm's name and address; Names of two principals to contact including title, telephon e number, email address and business size. SOC shall address the firm's ability to meet the above requirements, experience in providing similar services, management capabilities, former Government contracts, and any other information deemed pertinent to s upporting the contractor's ability to perform the above services. There is no solicitation available at this time. This is for information only. No cost data should be submitted. The Government will not pay for any material provided in response to this sources sought notice and submittals will not be returned.
