Description
The U.S. Army Corps of Engineers, Portland District, CENWP-CT-C, 333 SW 1st Avenue, Portland, OR 97208 intends to issue a Request for Proposal No. W9127N-05-R-0005. To provide service and training from a Primavera Certified consultant to assist and provide the Portland District with scheduling and project control services, using the Corps of Engineers P2, Oracle based, integrated project management system. Background: P2 is the Corps of Engineers automated information system that enables and facil itates matrix based project management. P2 is an integrated suite of application software, comprising: Primaveras Project Manager TM, PrimaVision, Oracle Project Manager, Oracle Financial Analyzer and OP3, an application that interfaces P2 with the Corp s of Engineers Financial Management System (CEFMS). The consultants minimum qualifications: BA/BS and 4 + years of project controls scheduling experience (PM certification desirable); established proficiency with P3e software; and experienced in impleme ntation and supporting project controls systems. Additionally, the consulting firm should be a Certified, Premier Primavera Solutions Provider, with demonstrated experience in resource and cost loading scheduling. The consultant must have demonstrable un derstanding of earned value management, experience in project estimating, base lining, and variance analysis. Ability to work effectively in a team environment, have strong teaching, coaching and mentoring skills. Knowledge of construction, engineering, an d Corps of Engineers project management practices. The consultant provided will perform tasks similar to, but not limited to the following: 1) Assist the Project and Program Delivery Teams with project initiation; 2) Provide assistance and support to proj ect managers (PMs) in updating and progressing projects on a routine bases; 3) Provide informal coaching and mentoring to individuals, small groups and project delivery teams (PDTs) in scheduling basics and the use of PM TM and Primavision; 4) Assist the P 2 Deployment PDT in identifying gaps in required competencies, and in recommending solutions to close these gaps; 5) Assist Project Delivery Teams with work-break-down and schedule development, resource identification and planning, loading of projects and resources, schedule modification and maintenance and 6) Provide assistance to local Help Desk personnel in troubleshooting calls related to Primavera Project Manager TM and Primavision. The duration window for this support is between 4 and 24 months. Ini tially, working side-by-side with Corps of Engineers staff, the consultant will do the majority of the project updating. Gradually, through the mentoring and coaching process, the Corps of Engineers staff will take on the responsibility of updating and pr ogressing projects. The consultant will assist in the development of project scheduling and progressing standard operating procedures. RFP will be available on or about December 16, 2004. Tentative due date is January 18, 2005. This procurement is 100% set aside for small businesses, the size standard for which is a concern including all affiliates, with average annual sales or receipts for the preceding three years not in excess of $21 million.
