Description
The Department of the Treasury?s Bureau of the Public Debt (BPD), on behalf of the Armed Forces Retirement Home (AFRH) in Gulfport, Mississippi, intends to negotiate a sole-source Service-Disabled Veteran-Owned Business procurement for the acquisition of preventive maintenance and repair services on medical equipment and service equipment. The Contractor shall provide all personnel, equipment, tools, materials, and supervision to perform maintenance and repairs on medical equipment and service equipment. Maintenance includes scheduled preventive maintenance, and/or equipment history, calibrations, testing, and checks of safety features as delineated in manufacturers manuals and in accordance with JCAHO standards and/or equipment history. Repairs include any and all work needed to return the equipment to a state of operation consistent with the manufacturers? specifications. Medical equipment includes, but is not limited to, beds, physical therapy apparatus, infusion pumps, EKGs, nebulizers, wheelchairs, and other equipment. All work shall meet or exceed, or be in conformity with the requirements of applicable NSF, JCAHO, ASME, ANSI, NEC, NFPA, OSHA, AFRH-G, EPA, USDA, USPHS, state and local laws and regulations. The contractor shall schedule work to cause the least interference with the normal occurrence of government business and minimal disruption of medical operations. Because of the daily nature of medical operations, work requiring extensive interference or placing a major piece of medical equipment out of service will be coordinated to minimize the impact on resident care needs. The contractor shall provide service reports for each preventive maintenance task and each service call to the appointed Contracting Officer?s Technical Representative. The contractor shall also provide written documentation of all work performed, status of any replacement part on order, projected down-time and/or repair schedules, itemized list of parts used and pricing, printed name and signature of the technician performing work on any equipment. The contractor shall maintain, on-site, any and all records required to document the medical equipment program in conformity to the requirements of JCAHO. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than 15 days after publication of this notice. Affirmative responses shall be accompanied by sufficient technical detail and documentation to clearly show the ability to provide the requirement or functional equivalent, at terms more advantageous to the Government. A request for documentation will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, we intend to negotiate a sole-source award to Sustainment Technologies Inc. Interested parties are requested to submit responses electronically to Gina Hanna at ntprocurement@bpd.treas.gov. Or, responses may be addressed to: Gina Hanna, Bureau of the Public Debt, Division of Procurement, 200 Third Street, UNB 4, Parkersburg, WV 26101.
