Description
The purpose of this modification is to provide clarification of the following points related to the original BAA: 1) Provide a strategy and architectural framework for interoperability with existing legacy communications (e.g. dispatch) and information management systems (e.g. GIS) in current use in incident command and emergency management. Include support of commonly used and accepted standards as well as systems. 2) The UICDS architecture has both information management and communications aspects. A proposal should address both aspects. 3) Any anticipated restrictions on supplied or utilized intellectual property should be stated. The Government expects that a UICDS architecture will be open and nonproprietary. 4) In addressing collaboration in a UICDS architecture, issues of information/data discovery, invitation, access control and multi-level security must be addressed. 5) HSARPA provides a teaming portal via www.hsarpabaa.com that enables teams to be formed. Teams looking for complementary partnerships should use this portal. 6) Organizations/teams should contain subject matter experts in incident command and emergency management as well as information management and communications. 7) Proposals must address satisfaction of the NIMS requirements. The focus should be on ICS (Incident Command System) and MACS (Multiagency Coordination System) and on communications and information management. Cognizance should be taken of other NIMS requirements.
