- Description
- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Weather Service intends to procure construction of single family houses on St. Paul Island, Alaska. The work includes, but is not limited to: 4 new single family houses, 2416 sq.ft each, generator building, access roads, site work, underground utilities and sanitary treatment facilities at the NWS compound. The entire project shall be completed within 300 calendar days after issuance of the Notice To Proceed. It is intended that the contractor will be given NTP on or before May 30, 2005. Liquidated damages for the construction will be required as incentive for timely contract completion. The contractor shall provide all the labor, material, equipment and each and every item of expense to construct these buildings. The Government intends to award a fixed price contract in accordance with Section 8(a) of the Small Business Act. It has been determined that this requirement meets the criteria for competition in the 8(a) program. Competition is limited or restricted geographically to the Alaska Small Business Administration District serving area, SBA requirement number 7700-05-500551. All 8(a) certified firms serviced by the Alaska District Office and all 8(a) certified firms with a bonafide place of business in the Alaska District Office serving area are deemed eligible to submit offers. In addition, it has been determined that competition will not be restricted by stage (transitional or developmental) of 8(a) program participation. Joint Venture Agreements ? Joint Ventures are allowable on competitive 8(a) set-asides. The Joint Venture Agreement (JVA) and all supporting documents [i.e. tax returns, financial statements, narratives, checklists, etc] must be submitted as soon as possible but no less than twenty (20) working days prior to the scheduled date for contract award. Incomplete packages will be returned without action. The Joint Venture Agreement must be approved by SBA prior to award of any resulting contract. Failure to obtain SBA?s approval of the JVA prior to award will result in SBA?s request to the buying activity to terminate the award. If you are contemplating a joint venture on this project, you must advise your assigned Business Opportunity Specialist (BOS), in writing, as soon as possible. Bid bonds will be required. NAICS code is 236115, new single-family housing construction, size standard is $28.5 million. Estimated construction cost of the work is between $2,000,000 and $5,000,000. Prospective bidders will have a minimum of 15 calendar days to respond following this publication. Bidders will have 45 calendar days to submit their proposals after issuance of the solicitation. Specifications and drawings will be provided on CD in pdf format. All responsible 8(a) firms in the Alaska District Office may submit a bid which will be considered by the agency.
