- The National Oceanic and Atmospheric Administration?s (NOAA?s) Aircraft Operations Center (AOC) operates, maintains, and modifies a 1994 Gulfstream G-IVSP high altitude fixed wing aircraft, N49RF, serial number 1246. The aircraft is based in Tampa, FL at MacDill AFB but operates throughout the United States and its territories. The referenced solicitation is for services to provide all inspections, maintenance, repair and modifications when the aircraft arrives at its facility. The contractor shall make all modifications and installations fully functional. The aircraft will be flown to the contractor?s facility by NOAA personnel prior to commencement of the required Operations #1 inspection (or Operations #2 inspection in option year 1), Due List, and modifications NOAA requires for ASC?s/CB?s and ADs which will be done in accordance with all Gulfstream Aerospace and FAA publications. The contractor shall be responsible for obtaining all necessary FAA certifications, FAA documentation, and log book entries. Maximum aircraft downtime is 3 weeks after delivery of the aircraft to the maintenance facility, work will commence on or about April 15 of each year. The contractor shall carry aircraft hull insurance. The solicitation will be a best value commercial item acquisition conducted under Federal Acquisition Regulation (FAR) Part 12. The solicitation is unrestricted as to business size. Small Business Administration size standard is $6.0 million. NAICS code is 488190. The best value commercial item solicitation will be issued on or about Dec.15, 2004. Prospective offerors will have a minimum of 15 calendar days to respond following this publication. All responsible offerors will have a minimum of 30 calendar days to submit an offer which will be considered by the agency.
