- Description
- The Center for Medicare and Medicaid Services (CMS) intends to award, a firm fixed price contract to True Point Inc., 31 Old Shipping Barn Road, Fayetteville, Tennessee 37334. The Contractor shall furnish all the necessary services, qualified personnel, materials, equipment, and facilities, not otherwise provided by the Government, as needed to perform the requirements. The Centers for Medicare & Medicaid Services (CMS) is responsible for providing direction and technical guidance to contractors for the nationwide administration of CMS?s Medicare program. Four major systems provide CMS analysts with the necessary tools to efficiently and effectively perform this responsibility. They are the Contractor Administrative-Budget and Financial Management (CAFM) System, the Contractor Administrative Financial Management (CAFM II) System, the Contractor Audit and Settlement Reporting (CASR) System and the Contractor Reporting of Workload Data (CROWD) System. The CAFM and CAFM II Systems manage Medicare contractor reporting to CMS of administrative expenses and benefits paid. It provides automated capabilities to CMS staff for monitoring the Medicare contractor?s administrative expenses and financial operations and for determining each contractor?s compliance with its individual budget. For performance of the work requirements for these systems the following skills must be demonstrated. (1) expert knowledge of the business requirements in the four aforementioned systems; (2) expert experience in M204 application development and M204 database analysis and design; (3) expert knowledge and skills in M204 user language; (4) expert knowledge and skills in M204 database management; (5) expert knowledge of the file structures, key fields and elements contained in all fifty data bases for these four systems; (6) expert knowledge of dependencies and shared code between these four systems; (7) experience and expert knowledge of the business requirements, file formats and system requirements for electronically transferring files via the Automated Production Control Scheduling and Support System (APCSS) to other CMS systems dependent on these four systems; (8) experience and expert knowledge of the business requirements, file formats and system requirements for electronically transferring files from Medicare contractors to the CMS Data Center; (9) experience and expert knowledge of the operational standards and guidelines imposed by the CMS Data Center (e.g, APCSS Procedures) and the CMS Chief Information Officer (e.g. Software Quality Assurance Policies).
