- The Centers for Medicare and Medicaid Services, (CMS) intends to award, under Simplified Acquisitions Procedures, on a sole source basis a firm fixed price award to Interindustry Economic Research Fund, Inc. (Inforum), P.O. Box 451, College Park, Maryland 20740. The purpose of this project is for Contractor to provide CMS Office of the Actuary (OACT) consulting services associated with the following activities: (1) Support for Medicare Technical Panel work. Contractor will provide consulting services in support of CMS work regarding the 2004 Medicare Technical Panel recommendations. This support will include running long term simulations of the economy using the Long Term Interindustry Forecasting Tool (LIFT), a detailed interindustry6 macroeconomic model. (2) Support for CMS research on long term modeling. Contractor will investigate the feasibility of implementing medical sector equations similar to the CMS 10-year NHE model into LIFT. This would make LIFT simulations more consistent with the CMS short term projections. (3) Population projections. At present, LIFT and the Demographic Projections Model (DPM) are based on Census Bureau population concepts. Contractor will investigate the feasibility of building DPM with population data from the Social Security Administration. (4) Medicare simulations. Contractor will investigate improving the handling of Medicare in LIFT to address benefits and premiums. For recent CMS simulations, benefits were specified as a share of GDP or as share of aggregate medical spending. The contractor is uniquely qualified for three reasons: (1) Long term interindustry, input-output based detail is unique. CMS OACT requires the capability to construct detailed long term interindustry forecasts. The LIFT model is unique among large scale models of the U.S. economy with respect to its interindustry detail. The model is based on an input-output core, and builds up macroeconomic forecasts from the bottom up. As noted above, LIFT is a proprietary model of Inforum. (2) Inforum has developed a LIFT feature that permits CMS and Inforum economists to modify and/or override the LIFT equations or exogenous assumptions. CMS economists have already invested considerable time in learning how to use this capability. Again, this feature (that is, ability for the user override the model equations in the context of a long term projection tool) is a feature that is unique to LIFT. (3) Inforum economists have worked closely with CMS staff for several years on various long term forecasting projects using the LIFT model. A specific example, noted above, is Inforum?s work on integrating the CMS computable general equilibrium, (CGE) model results. The current contract extends off this existing work. CMS is developing a more complicated version of its CGE model and we will again need to incorporate the CGE results into a detailed industry model. Even if another suitable model existed (i.e., a model that included the capability to make 75+ year forecasts with input-output based interindustry detail, and the capability to implement user-specific modifications to the basic model). CMS economists would have to retrain the new contractor on the CMS model and CMS economists would have to relearn a new modeling system. All responsible sources may submit capability statements, which shall be considered by the agency in accordance with the requirements in this synopsis.
