Description
The National Center for Research Resources (NCRR) is interested in establishing a National Stem Cell Bank (NSCB). The NSCB will acquire, store, characterize and distribute the human embryonic stem cell (hESC) lines currently approved for federal funding, as listed on the NIH Stem Cell Registry (http://stemcells.nih.gov/research/registry/). The NSCB will consolidate the approved hESC lines in one location, will maintain uniform quality control and will reduce the costs that researchers pay for the cell lines. Specifically, the NSCB will: 1) Test the hESC lines in regard to basic characteristics such as karyotypic stability, molecular markers, pluripotency, etc; 2) Characterize patterns of gene expression in the various lines; 3) Determine the capacity to differentiate into specific cell types; 4) Standardize methods for obtaining stable subclones; 5) Develop standardized quality control assays; 6) Provide technical service and training for researchers; 7) Distribute the cells at nominal cost with minimal intellectual property barriers; 8) Make all data publicly available through a website; 9) Coordinate with other entities currently working with approved hESC lines. The NCRR anticipates that the activities of the NSCB will facilitate new investigations using the approved hESC lines, leading to advances in basic knowledge and enhanced opportunities for translational research. The Government anticipates that one (1) contract will be awarded on a cost reimbursement, incrementally funded basis, for a period of four (4) years. This acquisition has been designated as full and open competition under the North American Industry Classification System (NAICS) code 541710. This solicitation will be available electronically on or about December 16, 2004. RFP No. NHLBI-RR-05-19 will be available at the FedBizOpps Website: http://www.fedbizopps.gov and at the NHLBI Website: http://www.nhlbi.nih.gov/funding/inits/index.htm.
