Description
Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Proposal (RFP). The combined synopsis/solicitation number is 549-25-05. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-25. The associated North America Industry Classification System (NAICS) Code is 334516 and the Business Size Standard is 500. Description of requirements: The contractor shall provide the following :The quantity of each CLIN is one. CLIN 0001 Lynx Model 410LX cage/rack washer. CLIN 0002 The contractor shall unload, uncrate and set/place. CLIN 0003 Universal cage and pan rack CLIN 0004 Cage wash cart. CLIN 0005 Deinstallation . CLIN 6 Feed bottle wash system w/6 basket -cart CLIN 0007 Operator manuals CLIN 0008 Water Softening System ? Duplex system with a single brine tank, volume initiated regeneration, two floor drip pans for dual systems and brine tank, hardness test kit, turn-key installation, start-up and QC labor, installation will be on the 3rd floor. CLIN 9 Installation. The above referenced part are those of Lynx Products and are being solicited on a Brand Name or Equal Basis. The above characteristics are intended to be descriptive, but not restrictive. Unless clearly marked that the vendor is quoting on an equal the offered item shall be considered as the brand name product referenced in this announcement. If the vendor proposes to furnish an equal product, the brand name of the product to be furnished shall be inserted on the proposal. The product must meet the minimum salient characteristics as defined in this solicitation. Each offeror shall be required to provide descriptive literature with his/her offer. The successful offeror shall be required to provide; (1) FOB destination delivery, (2) three of each operating and service manual; (3) ?on-site? system training; (4) Installation; (5) and a full year parts and labor warranty to include a preventive maintenance and emergency repair system at no extra cost to VANTHCS. Background The cage washer is the Veterinary Medical Unit is 25-30 years old. The machine breaks down periodically, causing unsanitary conditions with soiled animal cages and racks accumulating. The high mineral content in the local water has contributed to the breakdown and deterioration of the mechanical parts of the equipment. Research and Development has been told by the manufacturer that some parts for the machine are no longer available. The machine is no longer reliable for the daily cage cleaning required in the animal facility. For these reasons, the cage washer is going to be replaced and a water softening system will be added to reduce the mineral content in the water. Objectives The purpose of the new cage washer/water softening system is to provide sanitary cleaning of cages, racks, water bottles, debris pans and accessories for the research animals. A reduction in the cost of repairs, machine parts, and cages should result due to the demineralization of the water. Scope This will be a turn-key operation, with the contractor responsible for connecting to the existing plumbing of copper and steel which may need to be modified, air compression, exhaust and ventilation, etc. as needed. Any adjustments/modifications to the existing fixtures and utilities will be performed by the contractor. The stainless steel ductwork for the existing exhaust system will be replaced as needed by the contractor with new stainless steel ductwork. The contractor will be responsible for the shipping, delivery, uncrating, and installation of the new cage washer and compatible water softening system. The deinstallation and removal of the existing cage washer will be performed by the contractor. Training on the use of the equipment will be provided. Selection Criteria Cage Washer / Rack Stainless Steel construction of the equipment Single Door with optional right or left hand opening Electro-Mechanical Control System Temperature Booster for House Water Freight and Delivery Pit Installation-Must fit within the pit (dimensions of pit: 9 ft. x 8 ft. 3 inches and 12 inches deep) see drawing Knock-Down Shipment Pass-Through Unit Automatic Damper and Exhaust Fan Utility requirements include: 208 Volts; 4 inch floor drain; hot water flow is minimum of 50 GPM with a sump capacity of 40 gallons; air pressure is 80-100 PSI; cold water is 1 ? inch NPT with 60lbs. of pressure; steam pressure is 60 psi. The cage washer door must be at least 7ft. 6 inches tall and at least 4ft wide and the interior of the cage washer must be at least 7ft. 6 inches deep to accommodate existing cage wash racks. Shipping shall be FOB Destination. Delivery shall be to the Department of Veterans Affairs, Dallas, Texas 75216. Destination, The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation--Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Technical, past performance and price. Technical and Past Performance when combined are significantly more important than cost or price. The government is not responsible for locating or securing any information, which is not identified in the proposal. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed products to industry or government agencies. Past performance will consider the ability of the offeror to meet the delivery schedules, warranty, and support. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items.
