- RESEARCH PROGRAM: The solicitation number is FA8601-04-T-0007. The proposed contract is for a performance period of 01 January 2004 ? 31 December 2005. The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1(a)(2)(iii). The proposed source is Dr. Hyuk Jae Lee, Miamisburg, OH. The government anticipates a sole source award to Dr. Lee to develop and report on the experimental data and analysis for fretting fatigue and related damage mechanism issues of titanium alloys subjected to high cycle fatigue using experiments and destructive and non-destructive techniques in accordance with the Statement of Work which can be found at the World Wide Web address below. The services will be at the Air Force Institute of Technology (AFIT), Wright-Patterson AFB OH. This notice of intent is not a request for competitive quotations; however, any quotation received within ten (10) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
